Summary of Parish Council Meeting 4th February 2013 2013-02-07 23:16:44
A parishioner's personal summary of the February Creech Parish Council meeting   Article submitted by Eric Chown, Feb 2013   This article is not a complete account of the meetings proceedings; only reflecting some of the main points discussed.  The formal PC minutes are the official committee record and will be published and posted on this website and around the village as usual in due course.   At a well attended meeting, the parish council with a very full agenda, welcomed Councillor John Williams leader of Taunton Deane Borough Council (TDBC), Councillor Norman Cavill member of TDBC for West Monkton and planner Gareth Clifford (TDBC Development East Area Coordinator) to discuss various planning matters that relate to the parish.   Councillor Williams explained the guidelines set by national government for meeting the needs of predicted population growth all councils have to follow, outlining the way that that the demand is met for where and when homes are built. Using the guidelines with regard to planning applications made by property developers.   The parish councillors at the meeting vigorously expressed the concerns of the village residents about future applications and the adverse effects such tightly-packed schemes would have on the village infrastructure; schools, transport, roads, public utilities, flooding etc.  The feeling at the meeting was that the PC should register the objections to the pending applications in the strongest terms possible.   It was hoped that all concerned would attend the planning consultation meeting on 12th February 2013 from 3.30pm to 7.30pm in the village hall committee room. The various development proposals around the parish can also be viewed on this website.   It was a matter of great concern that a planning application (14/12/0036) for 35 houses had been approved by the Deane before the above public consultation meeting.  Questions were asked why it was not deferred to hear local views.  All these applications are being viewed individually without the overall effects on the village being taken into consideration.   Councillor Cavill outlined the long history of the large development in his parish which, while on the other side of the motorway, will also seriously impinge on Creech, with the impending closure of Hyde Lane towards Britton's Ash adversely affecting travel to the local community school (Heathfield).  The dangers and hazards faced daily by scholars (cyclists and walkers alike) has been well documented at previous PC meetings.  Councillor Cavill expressed the view that the two councils should share their concerns and press for action together to resolve common issues before the developers 'lock out' any changes in roads etc.   Councillors Williams, Cavill and Gareth Clifford were thanked for their attendance.   Other agenda items discussed included a report by the local Community Support Officer, PC Gamblin, saying that the police surgery in the village is to be shortened to half an hour.  She also said that while crime is low in villages, owners still need to observe care to secure their property, locking all doors, also ensuring that when they lock up their cars, to remove items from view to deter burglars.  The local Cold Caller Area notices have yet to be sorted out but door notices are likely to be sent out with the next edition of the Parish Post.   The chair had asked that the meeting be ended at 9.30pm so the remaining agenda items would be covered at a reconvened PC meeting in the near future. This allowed full justice to the discussion on planning which is such an important issue for the village, making the best use of time available with the invited TDBC guests.

Dear Chairs   I would like to take the opportunity to write to you about my current public consultation and the development of the Police & Crime Plan.   I announced in my inaugural speech in November that each of the six policing districts of Avon and Somerset would for the very first time have its own Police & Crime Plan. I am very conscious that the policing needs of Bristol are very different to those of Somerset West, for example. Therefore it is appropriate to have a clear policing plan for the areas of Bath & North East Somerset, Bristol, North Somerset, South Gloucestershire, Somerset East and Somerset West.   The Police & Crime Plans for each district will be published by the end of March. The consultation which is underway now until February 22 is asking the public how important the four priorities I campaigned on are to them personally.   PCC Priorities:  
  • Reduce the impact that anti-social behaviour has in our communities
  • Prevent and reduce violence, particularly violence towards women and girls
  • Prevent and reduce crime in your area, particularly burglary offences
  • Ensure victims are at the heart of the criminal justice system
  In addition we are asking the public whether there is anything missing from the main four priorities which concerns them in their local area. We are looking for strategic level local priorities such as Road Safety or rural crime, rather than Neighbourhood Beat level information that would go to PACT/Beat meetings or Neighbourhood Forums.   However the information from PACT meetings is still captured in the Police & Crime Plan. Before I was elected the staff from the Police Authority and the Constabulary had already begun the initial work on the Police & Crime Plan. In their development they included all of the analysis from the PACT meetings and Neighbourhood Forums that take place across Avon and Somerset. This has already been included in the Strategic Needs Assessment of the area.   I hope by understanding what has already happened and what we are trying to achieve at a strategic level you will see that we are not duplicating the PACT or Neighbourhood Forum process. We are merely providing a check and balance on my current priority areas, as well as ensuring that the local level information from your meetings is fed into the Strategic Needs Assessment.   The consultation is on-going until the end of February and my team and I are more than happy to attend any of your forthcoming meetings to talk about this and to hear from local people first-hand.
