CREECH ST MICHAEL PARISH COUNCIL


Minutes of a Meeting held at 7pm on Monday 6 August 2007 in the Lower Committee Room of the Village Hall.

 

Present: E Webb (Chairman), R Farrow (Vice-Chairman), A Bishop, T Carter, K Cooper, S Cooper, D Durdan, R Jeanes, J Jurgensen, G Lucas & R Rooke (Parish Councillors). Also in attendance were SCllr Clarke and members of the public.

 

07/101: Chairman's Welcome: The Chairman opened the meeting at 7.02pm. She welcomed David Greig of TDBC who was in attendance. The Clerk was handed £35.00 from the police, being the change from the BBQ.

 

07/102: Apologies: There we no apologies.

 

07/103:. Accounts: It was proposed, seconded and unanimously agreed to pay the following: CPRE- £30.00 (agreed at previous meeting), Victim Support - ?25.00 (agreed at previous meeting), Clerk's salary - £411.31, Post Office Telephone - £60.28, Vale Labels - ?288.50.


07/104. Planning Applications received: The Chairman asked Councillors to consider if they had an interest in any of the planning applications and if so, could it be a prejudicial interest?

It was proposed, seconded and unanimously agreed to support this application provided that the office has a plain roof without a decorative dormer and meets Listed Buildings regs.

Erection of garage at 1 Old School Cottage, St Michael Road, Creech St Michael

Mrs E Webb declared a personal interest, being a member of the Village Hall Committee. It was proposed, seconded and unanimously agreed that a response would be made as follows: (1) This would be overdevelopment and the garage would swamp the original Old School House building. (2) It would have a detrimental impact upon the character of this historic building, spoiling its dimensions and detracting from its appearance. (3) There would be insufficient manoeuvre room for the person using the garage, and in our opinion the driver would be forced to impinge upon the parking space belonging to no. 2 School Cottages. (4) The access/egress to the garage is directly across a pedestrian walkway and the user would have no way of visually checking that there are no pedestrians approaching. This would be dangerous for all pedestrians, particularly the elderly, disabled and parents with pushchairs or prams. (5) The original parking space for no. 1 Old School Cottage has been made into garden and we would submit that this constitutes ?change of use? and a planning permission should have been sought for this. (6) The garage would exclude light from no. 2 School Cottage.

It was proposed, seconded and agreed by a vote of 7 with 2 against and 1 abstention to support this application.
