CREECH ST MICHAEL PARISH COUNCIL

Minutes of the Meeting of the CSM PC held at 7pm on Monday 17th February 2014

in the Lower Committee Room of the Village Hall.

Present: K Hunt (Chairperson), S Hutchings (Vice Chair), P Chetwynd, D Knight, Y Guest, G Lucas, J Middleton, K Reed, C Sampson, S Wellman (Parish Councillors). Steve Altria (Clerk).  No members of the public attended.   

 

14/40. Apologies. G Hodge (Vice Chair of Parish Council) and SCC Cllr D Fothergill.

 

14/41. Declarations of Interest.  No PCllrs declared any personal interests. 

 

14/42. To exclude the Press and Members of the Public from this meeting.  A short discussion took place on wether to decide to exclude the press and members of public or not. As neither were present a decision was seen as academic and the meeting proceeded with a decision to exclude not taking place.

 

14/43. Councillors designated areas of responsibilities. Following the request of a Councillor to stand down from the recreation park panel, the Council’s decision in principle to hold another village day in the summer and the Chairman’s desire to progress a longer term plan for the rec park the Council took the opportunity to consider its responsibilities and method of working.  A wide ranging discussion took place. The PC decided to increase the rec park panel to five Councillors (YG,SH,KR,CS,SW) and that the panel would also have responsibility for the drafting of the long term plan for the rec park. It was also agreed that the special events panel (which has responsibility for the village day) would also have an expanded membership (YG,DK,JM,KR,CS) and that in order to assist the Chairman he would now operate in an executive capacity with both panels reporting their recommendations to the PC for decision.

Action. The rec park panel is to determine its leadership at its next meeting.

 

14/44. Decision making. The Clerk had circulated copies of the Councils Standing Orders and Financial Regulations to all PCllrs. He highlighted that all most all matters have to be agreed by the full council and that there were few areas where specific individual Cllrs can make decisions on the Councils behalf. These extend to the Chairman having discretion on public speaking and the management of meetings e.g. when motions/amendments/points of order and votes are taken. The Chairman can also make decisions on disorderly conduct, to call extra meetings, when to undertake the appraisal of the Clerk and on the application of standing orders. The Clerk explained he had power under the Councils financial regulations to spend upto £200 on behalf of the Council if an urgent need is identified but he must then report to the PC the decision taken.

 

14/45. Rec Park and Park behind the Village Hall.  SW reminded the PC at the last meeting of the PC it had decided to ask TDBC to transfer responsibility for the park (known as Carey Grove Park) behind the village hall to the PC. He highlighted that as housing developments in Hyde Lane are about to commence this money would then accrue and therefore the PC needed to give some thought to how this can best be used. SW explained he had spoken to TDBC who had agreed some of S106 monies could be utilised to replace and enhance the play equipment in due course. They had also explained that the first call on community hall s106 monies was the provision of a community hall, the second call is to improve infrastructure to enhance the village hall and that should any funds still remain available it could be used to help finance a scout hall (providing that hall is publically accessible).  A short discussion then took place at which some individual Cllrs outlined their thoughts.

Action. The Clerk to invite the Chairman of the Village Hall to the next Parish Council meeting so he (or his representative) can be informed about the use of S106 monies. The Rec Park Panel to bring proposals to a future PC meeting on how best to use s106 monies to enhance both Parks.

Future Meetings; The next Parish Council meetings will take place on Monday, 3rd March 2014 and on Monday 7rd  April 2014 (all at the CSM Village Hall Lower Cttee Room; beginning at 7pm).
