CREECH ST MICHAEL PARISH COUNCIL

Minutes of the additional informal Meeting of the CSM PC held at 7pm

on Monday 20th October 2014

in the Lower Committee Room of the Village Hall.

Present: K Hunt (Chairperson), S Hutchings (Vice Chair), Y Guest, G Hodge, D Knight, G Lucas, K Reed, C Sampson and I Wright (Parish Councillors). Steve Altria (Clerk). Also in attendance were 3 members of the public; R Biddiscombe, S Wellman and J Wyatt.  

 

14/200. Chairpersons Welcome. Cllr Hunt began by welcoming everyone and explained that this PC meeting was an informal meeting to allow the Parish Cllrs to focus on the future of the Park. He advised that no decisions would be taken but every Councillor would be given time, in turn to express their views and to ask questions, explore areas etc.

The Chairman agreed to allow the 3 members of the public to fully participate.

14/203. Rec Park Plan (previously circulated to PCllrs). 

 

The Clerk explained that the Parish Council had a once in a generation opportunity to make a significant investment and create opportunities both in the Rec Park and within leisure in the Parish that the developments at Creech Heathfield, the developments in Hyde Lane along with the possibility of acquiring additional funds will provide. He urged PCllrs to think about, to explore and understand all the options before agreeing a single vision for leisure and the Rec Park as it was important that the PC got the decisions right. The Clerk stressed the importance of the steps/ developments being well planned and in line with its overall strategy so the PC could arrive at its agreed outcome. He also highlighted the importance of all PCllrs and villagers knowing what is being proposed and why even if they personally do not agree with all aspects of the plan and that the PC work with others such as the Village Hall Cttee and other Councils in order to achieve the very best outcomes for the Parish.

 

YG highlighted the steps that the Parish Council Rec Park panel had undertaken and reflected upon whilst drawing up the plan. The Clerk had led a workshop session to identify PCllrs aspirations, a survey of parishioners, some requests received, liaison with an architect with relevant experience, a discussion with the School Headteacher, undertaken a consultation on the village facebook site that had attracted 80 responses, included past representations and had obtained advice from the leisure officer at TDBC. KR explained that the panel had found it difficult to envisage beyond a three/four year horizon which is commensurate with the receipt of S106 monies from the developers in Hyde Lane so the plan drawn up had been limited to that period.  

 

CS introduced the plan produced highlighting its key features; replacement of the 1970s pavilion with a sports/community use building (with car parking, changing rooms, mains drainage and capable of future proofing), more pitches and reconfiguration of the park to facilitate a wider range of sports and furniture, a second MUGA and a raft of other improvements as well as maintenance items, proposals for the site development and improvements at Carey Road Park.

 

GH suggested that professional advice be obtained to review the plan and confirm that these suggestions represent the best way forward. DK advised he had obtained three quotes and he had circulated previously his recommendation for the appointment of an architect.

 

A wide ranging and extensive discussion then took place. Areas discussed included car parking, TME’s use of the park, Sports, Merlyn’s Copse, Play equipment, the option of a Sports Hall, the Copses beyond the park, its adjacent land and the common areas of the sites being developed in Hyde Lane and the overall financing.

 

The Chairperson reminded the PC that adopting and implementation of the plan would be undertaken in accordance with the PC Standing Orders and Fin Regulations.

 

Action. The agenda of the next PC meeting to include a proposal to appoint an Architect (to planning stage)

and the Clerk to make enquiries regarding the availability of adjacent land.

 

Future Meetings; The next full Parish Council meeting will be held on Mondays 3rd November and 1st December 2014. Both meetings are to take place at the CSM Village Hall Lower Cttee Room (beginning at 7pm).
