A G E N D A for the Annual Meeting of Creech St Michael Parish Council to be held at 7.00pm
on Monday, 11th May 2015 in the Lower Committee Room of the Village Hall, Creech St Michael.
(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak between items three and four of the meeting.)
1. Chairperson’s welcome.
2. Election of Chairperson.
3. To receive the Chairman’s declaration of acceptance of office.
4. To receive any apologies for absence.
5. Vacancies on the Parish Council. Election of Members to be Co-opted onto the Council. There are three
vacancies (please speak to the Clerk in advance of attending the meeting if you are interested in being co-opted onto
the PC).
6. Declarations of interests. Declarations of Individual Members.
7. Election of Vice-Chairperson.
8. Individual Parish Councillors responsibilities. To agree panels (a) Planning, (b) Highways and footpaths,
(c) Publicity and Communications Including Parish magazine, (d) Recreation field/Think tank/Special event,
(e) Contracts and Procurement, (f) website, (g) Fly tipping, (h) Wessex Water/Flooding/Environment Agency
(i) Merlins Copse, (j) Personnel Panel, (k) Complaints and Grievances, (l) Appeals Panel, (m) Disciplinary Appeals
Panel, (n) Asset Management, (o) Health and Safety, (p) Planning Compliance, (r) Internal Audit/Financial scrutiny,

9. To receive County & District Councillors’ Reports.
10. Minutes – to approve the Minutes of the meeting held on 13th April 2015.
11. Matters arising from the Minutes of the meeting held on 13th April 2015.
12. Party in the Park 11th July 2015 (CS, YG, DK). To update on the village day and to provide a budget.
13. Recreation Park. (YG,SH,KR,CS) 13.1 Update report 13.2 Annual independent safety Insp (KR) to report on
the outcome of the inspection. 13. 3 Annual independent safety Insp contract (DK), 13.4 Development.
To examine the plans from the Architect and to determine next steps (incl public consultation). 13.5 TME Lease.
(KH) To propose that the PC agrees to and authorises the signing of the lease agreed with TME.
14. Accounts: 14.1 To approve payment of the Clerks and Caretakers Wages, HMRC (Tax Due on Salaries),
the Clerks April Expense’s, TDBC (DLO Dog bin emptying) £638.98, Nigel’s Window Cleaning (Bus Shelters Cleaning
15 4 15) £45.00, SALC (Affiliation Fees 15-16) £610.96. 14.2 Invoices paid for PIP15 Paul Williams
(Wristbands) £49.99. 14.3 Monies Received and banked since the last meeting; Ruishton FC (March 15 pitch
fees) £20.00, Tone Youth FC (Mar 15 pitch fees) £100.00 14.4 Dog bin for Langaller. Clerk to provide a quotation
to enable the PC to consider purchase.
15. Highways. (DF, GL,GH) 15.1 North End Virtual Footway project. Update on installation progress. 15. 2 Hyde
Lane. Impact of Development sites, condition of road and verges 15.3 A38 Adsborough. Update. 15.4 Speed Indicator Device (SID) Report for Creech St. Michael (Creech Heathfield nr. the Old Police House) March/April 2015 15.5 20mph zone. To consider requesting SCC to designate the entire village as a 20mph zone. 15.6 Defects. To be reported (GH, GL).
16. Footpaths and Rights of Way (GL). Defects to be reported.
17. Transport. (GL). To update the PC on the Bus service in CSM.
18. Correspondence. To consider any correspondence received that Cllrs wish to raise.
19. New Matters to be carried forward.
20.Parish Council to decide to exclude Public and Press for this item. 20.1 Staff Matters.
