on Monday, 3rd November 2014 in the Lower Committee Room of the Village Hall, Creech St Michael.

1. Chairperson’s welcome.
2. To receive any apologies for absence.
3. Vacancies on the Parish Council. Election of Members to be Co-opted onto the Council. There are two
vacancies (please speak to the Clerk in advance of attending the meeting).
4. Declarations of Individual Members.
5. To receive County & District Councillors’ Reports.
6. Minutes – to approve the Minutes of the CSM PC Meeting held on 6th October 2014.
7. Matters arising from the Minutes of the meeting held on 6th October 2014.
8. Minutes – to approve the Minutes of the additional informal CSM PC Meeting held on 20th October 2014.
9. Matters arising from the Minutes of the meeting additional informal held on 20th October 2014.
10. Individual Parish Councillors responsibilities.
11. Merlyn’s Copse (KH, GL). To consider the way forward for the Copse and the removal of the tree stumps.
12. Recreation Park. (YG,SH,KR,CS) 12.1 Rec Park Plan. To consider the appointment of an architect and the
requirements of their engagement. 12.2 Rec Park Development. To consider whether to buy the Copse/s at the
rear of the Park or not. 12.3 Park Fencing. To consider the need for repairs. 12.4 Park drain covers
To consider the need to replace. 12.5 Update report.
13. TME (KH,GL, Clerk). An update report and to consider inserting an annual renewal clause into the proposed lease.

Park) £216.00. 15.2 Monies received and banked since he last meeting; Tone Youth (Sept pitch fees) £120.00,
Creech Cougars FC (13.9 & 27 9 14 pitch fees) £80.00, Other income received and banked; Parish Post Advert
Income for 2014; Butterfields Home Services £100.00 15.4 CSM Parish Church. To consider a grant.
15.4 Accounts. Reconciliation and report attached for the first half year. The Council’s receipts for the period 1st
April 2014 to 30 Sept 2014 is £13,068.40 and the expenditure for the same period is £35,748.92. 15.5 Risk
Assessment of Assets. To consider the report (separately circulated) on the annual Risk Assessment of the
Councils Assets. 15.6 Fin Regulation and Controls. To consider the report (separately circulated) on raising the
maximum £ sum which the Chairperson in conjunction with the Clerk can authorise in the event of an emergency.
15.7 PAT Testing. To consider an annual contract.
16. Highways 16.1 North End virtual Footway project. Update (DF), 16.2 Hyde Lane. Parking (between the school
and the entrance to the new medical centre) and impact of new Developments. 16.3 (DF) Updates on A38
Adsborough , Access to Creech St Michael from Monkton Heathfield (DF), installation of lighting and speed calming in
Hyde Lane (GH, Clerk). 16.4 Langaller Road Closure. 16.5 Defects reported. (GH, GL).
17. Footpaths and Rights of Way (SH). 17.1 Update on defects.17.2 T10/7 Diversion. To consider proposals.
18. Correspondence. To consider any correspondence received that Cllrs wish to raise.
19. New Matters to be carried forward.
