A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm on Monday, 7th October 2013 in the Lower Committee Room of the Village Hall, Creech St Michael.

1. Chairman’s welcome.

 

2. To receive any apologies for absence.

 

3. Declarations of interests.

 

4. Minutes – to approve the Minutes of the meeting held on 2nd September 2013.

 

5. Matters arising from the Minutes of the meeting held on 2nd September 2013.

 

6. To receive County & District Councillors’ Reports.

 

7. Recreation Park (SW,CS,KR,YG). 7.1 Update report from Panel to include Improvement programme, installation of benches, cycle racks, equipment repairs and maintenance and the need for additional waste bins. 7.2 Adjacent Copse/s. (SW) Progress report on possible purchase/access. 7.3 TME. (SW) To report progress the proposed lease. 7.4 Donation to the Recreation Ground. 7.5 Car park (GL) To suggest that scalpings be laid or a baselayer only tarmacing.

 

8. Planning. (SH,PC,GH,SW) 8.1 Planning. (SH) To advise on any strategic planning issues. 8.2 Applications received: (1). Panel to consider the following applications.

Accounts: 9.1 To approve payment of the Clerks and Caretakers Wages, the Clerks Expense’s £251.86, HMRC (Tax Due on Salaries) £194.45, B Gas (Pavilion electricity 1 8 13 – 1 9 13) £39.64, Glasdon U.K Ltd (Bench and Dog Waste Bin £613.92, Devon and Som Fire Prot Ltd (Extinguisher Mnt) £16.50 9.2 Monies received and banked since the last meeting; Creech Allotment Society for use of field 13/14 £540 9.3 Risk Assessment of Assets. To complete the RA of the Councils Assets. 9.4 Audit. Clerk to report on the external audit of the PC accounts for 12/13.

 

10. Highways 10.1 Updates on A38 Adsborough (DF), North End (DF) Access to Creech St Michael from Monkton Heathfield (DF), and Wessex Water (Ham) Sewerage Works projects (GL/GH), installation of lighting and speed calming in Hyde Lane and damaged Fencing at North End as well as defects reported. (CS,GL,KH and DF) 14.2 Verges. To discuss whether to pay for additional grass cutting of verges and to consider risk assessment for volunteers cutting verges (required to meet insurance requirements). 14.3 Grit Bins. To consider whether to purchase any more.

 

11. Footpaths and Rights of Way 11.1 an update. (SH, PC), 11.2 The Clerk to report on removal of weeds on the Railway Bridge and the cutting of the river bank between Ham and Bull Street.

 

12. Flooding. (PC,GL) To report details of the outcome of the PC’s bid and 2 resident groups bids to the SCC flooding mitigation fund.

 

13. Website. (CS) To receive a proposal on the future arrangements for website hosting.

 

14. Merlyn’s Copse (SW,GL) To learn of any representation made in response to the two notices posted in the Somerset County Gazette and to consider sale. To agree sale process and maintenance.

 

15. Hearing Loop (KR) To propose the purchase of a mobile hearing loop.

 

16. North End. Clerk to report on installation of a Dog waste bin.

 

17. Correspondence:- To consider any correspondence received that Cllrs wish to raise.

 

18. New Matters to be carried forward.
