4. Vacancy on the PC. To note that the PC has a vacancy that it can fill by co-option. Given the PC decision (see Oct

2019 mtg item 19/187 mtg) it is anticipated a decision will not be made before the April 21 mtg. (Anyone interested in

becoming a PCllr should speak to the Clerk soonest).


5. To receive County and District Councillors’ Reports.


6. Minutes – to approve the Minutes of the meeting held on 4th January 2021.

Shelters Cleaned 16 1 21) £75.00 9.2 Monies Received and banked since the last meeting; SW Lottery (Proceeds

Dec £8.00 and Western Power (Wayleave on pole in Rec Park) £7.61.

9.3 Bank Reconciliation and 2020/21 budget monitoring covering the first nine months of the Financial year. The

Council’s receipts for the period 1st April 2020 to 31st Dec 2020 are £87,005.24 and the expenditure £87,639.70

9.4 Internal Auditor. To consider the (re)appointment of Bryan Howe as Internal Auditor.

10. Personnel Sub Cttee. (JP) To update on the Sub Committee’s first meeting (draft minutes previously circulated).


11. Rec Park. 11.1 Operational Issues Update 11.2. CSM Rec Park Panel. To consider the recommendations of the

panels Jan meeting (Mins previously circulated). 11.3 Alarm Installation. Clerk to report.


12. Highways. 12.1 Defects or Issues to be reported /considered.  12.2 Damage of Coombe Lane in Coombe Bottom.

To report on site meeting with Highways Officers (if not postponed due to Covid).

12.3 Hyde Lane Closure. To note closure from the Hollingsworth Estate to the junction with West View from 15th

February 2021 for 5 days to enable SCC (Small Improvement Scheme) to construct speed tables and to carry

out resurfacing work, plus other road improvements.


13. Footpaths/Rights of Way. 13.1 Defects/Issues and report of the Parish Footpath Liaison Volunteers.


14. Website. Clerk to report on Quotation responses from prospective Suppliers.


15. Canal. (Panel draft minutes previously circulated).15.1 (ND) Update on panels work and to consider agreeing that

Ms Jackie Scott and Ms Alison Miller be co-opted onto the Panel 15.2 Damaged fencing along the edge of the road

between Ryescot and the Canal. To note that the Canal Trust has agreed to replace with bollards along the canal

bank as a fence may cause further issues to the bank (in order to mark the edge of the road) and to replace the fence

near the bridge by the main road. PT to propose replacement with fencing. 15.3 Dog Bin. Clerk to report that the Canal

Trust have given permission to site a bin opposite Cathill Farm. 15.4 Derham Close.To consider provision of a lifebuoy.

14. Youth Panel. To report that Somerset Community Foundation have rescheduled their support for the youth club to

enable them to financially support the first two months following the end of Lockdown 3.


15. Climate Emergency Community Fund. To note that SCC have delayed their decision making on the applications to

the fund in order to facilitate staff secondment to support their Covid work.


16. Correspondence. To consider any correspondence received that Cllrs wish to raise.


17. New Matters to be carried forward. None.

Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
