1. Chair’s welcome.


2. To receive any apologies for absence.


3. Declarations of Interests. 3.1 Declarations of Individual Members.


4. To receive County and District Councillors’ Reports.


5. Minutes – Decisions taken since the last full PC mtg. 5.1 To approve the record log of the decisions taken

since the PC meeting held on 9th March 2020. 5.2 (SG) To consider a proposal that each PCllrs vote on each

decision be added to the log and published on the website and noticeboard.


6. Matters arising from the record log of decisions taken by the PC during the Corona Virus Lockdown 9.3.20-

31.5.20.


7. Corona-19 Virus. Consideration of any issues arising from announcement of the Roll back of Lockdown.


8. Individual Parish Councillors responsibilities. Following the decision to postpone this year’s Annual Council

Meeting to determine appointments for the forthcoming year; this can be done by ‘rollover enbloc’ if the PC decides.

39 Arundells Way, CSM St Michael: Erection of a two-storey extension to rear.

9.2 West Monkton Heathfield Urban Extension2. (PB) Minutes of MH2 Joint Panel mtgs held on the 18th Feb, 12th

March,16th March and 30th April as well as draft minutes of mtg held on 13th May 2020 previously circulated. To note

that the CSM/WM PC Joint Panel has provided a response to Persimmon/Redrow’s consultation.

Representations have again been made to the SWTC Exec on 20th May raising the many concerns that have been

Identified but not shown in their documents. A tour of the site and walk through the village by Leader and Portfolio

Holder, SWTC took place in March. Also, to feedback on an approach from Arts Taunton.

9.3 Land South of Manor Farm Dev, Langaller SWTC are currently consulting on their master plan and design guide;

10. Finance. Draft Mins of Finance Sub Cttee mtg held on the 6th April previously circulated.

10.1 Bills to be considered for payment; SWTC (2019 Election Costs) £100.

10.2 Routine Payments and Receipts to be reported during May and June (schedules previously circulated).

10.3 Electricity Supply. To consider supply contract renewal.

11. Rec Park. 11.1 To update. 11.2 Improvement Projects. To agree how to progress projects.


12. Highways. 12.1 Defects or Issues to be reported /considered. 12.2 Hyde Lane Road Safety Scheme. To consider

Highways plans.


13. Footpaths/Rights of Way. Defects/Issues and report of the Parish Footpath volunteers.

14. Youth Club. (SG) CSM Youth Club Leaders are currently having the excess of furlough of their salary paid. To consider

whether to cease or not.


15. Canal Car Park. (JP) Update.


16. Website and standard email addresses for PC Emails. (LG). Update report.

17. Village Hall. To consider a request from the Village Hall Cttee for a grant for legal costs.

18. Correspondence. To consider any correspondence received that Cllrs wish to raise.

The next CSM PC mtgs are on 6th July 2020 and (if required a planning meeting will be held on August 3rd both at 7pm.

IF permitted these will be held in Cttee Room, CSM Village Hall otherwise they will be held virtually using Zoom.

Please note that CSM PC meetings are recorded. You should be aware that the Council is a Data Controller under the Data Protection Act 2018. Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
