Charlton House Farm, Charlton Road CSM – Change of use for occupancy of building to allow to be used as a mixed use of holiday let and ancillary accommodation.


To support this application provided that the mixed use holiday/ancillary one bedroom accommodation at Charlton House Farm, Charlton Rd, C Heathfield, shall be occupied for tourism or ancillary use only, with a restriction on the number of holiday let continuous days occupancy, and will not be occupied as a person’s sole or main residence; and that SCC Highways are satisfied that there will not be a resultant detrimental increase in traffic unsuitable for Charlton Road.


7.3 Enforcement; To note SWTC Planning enforcement actions re the car park at the Maypole PH and adjoining field.

7.4 Monkton Heathfield Urban Extension 2. (PB) To update on Panel activities.

7.5 Planning for the Future (PB) to note the agreed response to the Governments consultation.

8. Finance. 8.1 Routine Payments and Receipts made since the Oct meeting (schedule circulated); The Clerks,

8.2 Monies Received and banked since the last meeting; SW Lottery (Proceeds Oct £8.00, SWTC (CIL Funds second

8.3 Payments to be made upon receipt. To authorise any invoice due for payment. Porter Dodson, Solicitors.

8.4 External Audit (19/20). To note the report from PKF Littlejohn the PC External Auditors.

8.5 Accounts (2019/2020). To report (previously circulated) that the Council’s receipts for the period 1st April to 30th

Sep 2020 are £66,103.56 and the expenditure £37,188.70; both are in line with expectations as amended for Covid.

8.6 Payments Authorisation. To agree the schedule of routine payments that can be made on receipt and then reported.

8.7 Annual Risk Assessment of Assets. Clerk to update on progress.

8.8 Pitch Fees To agree pitch fees.

8.9 Grants. To consider a grant to St Michael Church for maintenance of the burial grounds.

8.10 Climate Change Funding. To agree whether to bid for funding and if so, for what.


9. Rec Park. 9.1 Operational Issues Update 9.2 Toilets. To consider whether to open for use by footballers.

9.3 Improvement Projects. To receive an update report and to agree how to progress projects. 9.4 Play Equipment

(CC/SH). Snagging Update following meeting with Sutcliffe’s held on 23rd Sept and to consider purchasing sign for gym

eqp. 9.5. CCTV/Security alarm (CC). To consider quotes.


10. Highways. 10.1 Defects or Issues to be reported /considered. 10.2 Hyde Lane. Update on SCC scheme.

11. Footpaths/Rights of Way. 11.1 Defects/Issues and report of the Parish Footpath volunteers. 11.2 Dog bin. Request

for additional Bin in Ham on the Env Agency Ramp. 11.3 Bull Street Waste Bin To note that the EA has agreed

to the request to instal a waste bin by the on their ramp.


12. Canal. To note the panel is to hold its first meeting on the 3rd November in order to develop plans.


13. Youth Panel. To agree arrangements for winter accommodating the Creech St Michael Youth Club.


14. 14.1 Website/standard email addresses for PC emails. (SG/AG) to report on progress. 14.2 Facebook. To

consider whether to have a PC site (JP).


15. Correspondence. To consider any correspondence received that Cllrs wish to raise.


16. New Matters to be carried forward. None.

17. Council to decide to exclude Public and Press for these items. 19.1 Security. To agree new arrangements for

at the Rec Park and 19.2 Parish Lengthsman Review. (SG/BB) To agree outcome incl hours and role.

Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
