CREECH ST MICHAEL PARISH COUNCIL

A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 3rd April 2017 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend.  There will be an opportunity for the Public to speak before the meeting).

 

1.  Chairperson’s welcome.

 

2.  To receive any apologies for absence.

 

3.  Declarations of Interests.  Declarations of Individual Members.

 

4.  Police.  A police representative has been invited to attend and provide an update on Policing in the Parish.

 

5.  TDBCllr R Habgood Portfolio Holder Planning Policy and Transportation to attend to discuss the naming of

     the urban development site.

 

6.  Vacancies on the Parish Council. Update.

 

7.  To receive County and District Councillors’ Reports.

 

8.  Minutes – to approve the Minutes of the meeting held on 6th March 2017.

 

9.  Matters arising from the Minutes of the meeting held on 6th March 2017.

 

10.  Planning. 10.1 Planning Applications received. To consider the following application received;

      10.2 Withdrawal of Planning application. To note withdrawal of application 14/17/0003/LB Installation of satellite

      dish to the east elevation of Old Ham Wharf Farm, White Street, Ham, CSM.

      10.3 CSM Neighbourhood Plan.  (See the minutes of the CSM Panel meetings of the 9th and 14th March and draft

      Minutes of 30th March). To update on progress and next steps, including the results of the surveys of School children.  

 

11. Accounts: 11.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

      the Clerks Mar Expense’s and other invoices received; Bibby Factors Ltd Security (Rec Park 3d Security 27-2-17 to

      26.3.17) £216.00, Nigel’s Window Cleaning (5 Bus Shelters 15 3 17) £75,

      11.2 Monies Received and banked since the last meeting; PIP17 Stall and Food Vendors Fee £510.00, Tone

      Youth (Feb Pitch Fees) £80.00, TME (Use of Rec Park) £550.00.                                                                            

      11.3 Cheques drawn since last meeting; To report a payment to B Gas Electricity at Pavilion 7-2-17 to 6-3-17

      £107.73 (as previously agreed).

      11.4 Authorisation to make payments before the next meeting. B Gas (Electricity at Pavilion 6-3-17 to 7-4-17)

      11.5 PC Bankers.  As a result of the HSBC decision to close its Wellington Branch the PC decided to move it’s current

      account to Nat West. The Clerk has since become aware of their decision to close their branch in Wellington (wef Sept

      17). The Clerk therefore to suggest the PC opens an account at Lloyds Bank, Fore St, Wellington  instead.

      11.6 Appointment of Internal Auditor. To consider appointment of B Howe as Internal Auditor.

      11.7 Final Year End A/cs. To be agreed (distributed separately).  11.7 Accounting Statements and Annual

      Governance Statement. The PC to review and confirm it has undertaken each responsibility during the year.

 

12. Recreation Park. (SG,CS,DK,YG).12.1 Update report . 12.2 Development.  Chair to update on preplanning advice.

     

13. Party in the Park 8th July 2017 (SG,CS,DK,YG,SH) To update.  

 

14. Highways. 14.1 Defects to be reported.

 

15. Footpaths/Rights Of Way. 15.1 Defects to be reported. 15.2 Canal Bridge. DF/Chair to report on their meeting

       with the Canal Trust over vegetation growing off the bridge.

 

16. APM 21st April 2017. Clerk to update on Speakers response to invitation and format to be agreed.

 

17. Dog Bins. To agree upon the preferred sitings for two dog waste bins outside the School and the Park.

 

18. Correspondence. To consider any correspondence received that Cllrs wish to raise.

 

19. New Matters to be carried forward.

 

20. Council to decide to exclude Public and Press for this item. On the grounds of prejudicial information to be

      discussed.

      Future Meetings;

 

     The Annual Parish Meeting is to be held in the main Village Hall April 21st* Friday 7pm for 7.30 start.     

 

 

 

The next Scheduled meeting of the CSM Neighbourhood plan Panel is TjT 

     The next scheduled PC meetings are  May 8th (Annual Council Meeting) and June 5th both at 7pm.   

    The  next meeting date of the CSM Neighbourhood Plan panel is 30th March 6.30pm

    

     All PC meetings to be held in the Village Hall lower Cttee Room bar the 21st April* which is in the Main Hall
