A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 3rd September 2018 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak before the meeting).

1. Chair’s welcome.


2. 2.1 To receive any apologies for absence. 2.2 To consider report on PCllrs attendance.


3. Declarations of Interests. Declarations of Individual Members.


4. Vacancies on the Parish Council. There is a vacancy for which the PC can co-opted an individual onto the Council

(Anyone interested in becoming a PCllr should speak to the Clerk ahead of the meeting and attend).


5. To receive County and District Councillors’ Reports.


6. Minutes – to approve the Minutes of the meeting held on 2nd July 2018.

10 Crown Lane Creech Heathfield, CSM. Erection of garage extension, porch canopy, garden canopy BBQ with shed and installation of dormer windows.

10.2 Application (14/17/0033 PINS App/D3315/W/18/3205705PINs) Appeal by Gladman’s Developments

against refusal to build 200 Nos dwellings off Langaller Lane, CSM. To note that the date for submitting

representations to the Appeal Inspector has been deferred to 11th Sept. To note that CSM PC response was submitted

on 9th August ahead of the original deadline. To reflect on the meeting held by Wellington Town Council (Notes

previously circulated) following the Appeal won by Gladman’s there, TDBC, residents and Ruishton PC’s submissions to

the Inspector. To consider whose is to represent the PC at the Appeal.

10.3 Ruishton and Thornfalcon Parish Council Neighbourhood Plan. To agree who is to attend the Vision and

Objectives meeting in order to provide feedback at a meeting to be held on Thurs 20th Sept 7pm Ruishton Village Hall.


11. Finance –11.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks August Expense’s and other invoices received; Nigel’s Window Cleaning Co (Bus Shelters 21.8.18) £75.00,

PKF Littlejohn LLP ( External Audit Fee) £360.00.

11.2 Monies Received and banked since the last meeting; TDBC Grant (Rec Park and Burial Ground) £2,155.00,

South West Lottery (June) £4.00, PIP A Birch Hopkins-sale of Hay bales £450.00.

11.3 To note payments made since last meeting (as authorised at the meeting) .

11.4 Authority to make payments as accounts received. British Gas (Electricity supply).

11.5 External Auditors Report (2017/2018 Accs). To receive the written report of the Ext Auditor.

11.6 Accounts (2018/2019). Reconciliation and report attached for the 1st Qtr. The Council’s receipts for the period

1st April 2018 to 30th June 2018 is £52,085.59 and the expenditure for the same period is £20,817.08.

11.7 Financial Controls. To review (see attached document).

11.8 Risk Assessment of Assets. To consider and agree the approach to the Annual Risk Assessment of Assets.

12. Party in the Park 14th July 2018 (SG,CS,DK,YG,AB) To report post event.


13. Rec Park (SG,CS,DK,YG).10.1 To update on any issues 10.2 Improvements . To consider report from Comm

Council for Somerset following the further public consultation event held on the 6th August, report of the Clerk on

the need to consider resourcing and to agree way forward.10.3 Annual Safety Inspection Report. To consider.


14. Highways. Defects or Issues to be reported /considered.


15. Footpaths/Rights of Way. Defects or Issues to be reported /considered.


16. Youth Club. To update on progress.


17. Correspondence. To consider any correspondence received that Cllrs wish to raise.

Future Meetings; The next scheduled PC meetings are on Oct 1st and Nov 5th at 7pm.

These meetings are to be held in the lower Village Hall Cttee Room.
