on Monday, 4th November 2019 in the Cartwright Room of the Village Hall, Creech St Michael.

1. Chair’s welcome.


2. To receive any apologies for absence.


3. Declarations of Interests. Declarations of Individual Members.


4. Vacancy on the PC. To note the resignation of Gale Berryman as a PCllr and that the vacancy is currently

advertised with a deadline of Nov 6th 2019. If no call is made for an election before then the PC can then make a co-

option on or after its 4th Dec mtg. Given the PC decision (see Oct mtg item 19/187 mtg) it is anticipated a decision

would not be made before 3rd Feb 20 mtg. (Anyone interested in becoming a PCllr should speak to the Clerk soonest).


5. SWTC Community Engagement. Claire Thackray CE Lead for East Taunton (Rural wards) to attend to introduce herself

and to explain her new role and how she might benefit CSM moving forward.


6. To receive County and District Councillors’ Reports.


7. Minutes – to approve the Minutes of the meeting held on 7th October.


8. Matters arising from the Minutes of the meeting held on 7th October 2019.

9.2 CSM Neighbourhood Plan. To note that the Referendum held on 10th October resulted in support for the CSM Neighbourhood Plan and that as a result SWTC have put in place arrangements to ‘make the plan’ (adopt it) at the SWTC Full Council Mtg on 3rd Dec 6.15pm to be held in The John Meikle Room, The Deane House, Belvedere Rd, Taunton.

9.3 Monkton Heathfield Urban Extension2. To note that the next meeting of the joint panel with WM PC is to be held on on 7th Nov 7pm in the BACH Hall, W Monkton and a further meeting on Weds 13th November 10am in CSM VHall.

9.4 Taunton Garden Town. RIBA Design Charrette. To note the Clerk attended a workshop organised by RIBA on 9th Oct (please see separate report report).


10. Finance. To note a finance Sub Ctte was held on 30th October.

10.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments, the Clerks October Expense’s and other invoices received; Bibby Factors Bristol Ltd (3d Security Rec Park 23 9-20.10.19) £302.40,

SLCC (Membership 19/20) £156.00, ALCC (Membership 19/20) £40.00.

10.2 Monies Received and banked since the last meeting; SWTC (3rd Reimbursement net of vat S106 monies for Rec Park works) £61,666.47, HMRC (VAT refund 1.1.19 to 30.9.19) £33,350.97, Creech Allotments Society (Allotment rent 9/19-8/20) £675.00, SWTC (4th Reimbursement net of vat S106 monies for Rec Park works) £70,833.33, Somerset Lottery

10.3 Payments already authorised to be paid; Sutcliffe’s (Play Equip Works stage payments), EDF (Pavilion Electricity) £30.00DD EDF (Engine Shed) £10pcm DD, SCC/Porter Dodson Solicitors (Canal carpark purchase sum and legal costs), CYP (for Youth Club) £320 and 4 Neighbourhood Watch Signs for Ham Village (and further 4 Ham Road funded by WW).

10.4 Payments made since last meeting. Sutcliffe’s Play South West (Play Equipment instalment 4 TTD £259k) £85,000.00, EDF (Pavilion Electricity) £30.00, EDF (Pavilion Electricity 28.8-9.9.19 (omitted from oct list) £12.93,

EDF (Rec Park Garage Electricity) £8.00.

10.5 Accounts (2019/2020). To report (previously circulated) that the Council’s receipts for the period 1st April to 30th Sep 2019 are £205,317.55 and the expenditure £131,954.77; both are in line with expectations. The Fin Chair has checked the bank rec to the three original bank statements and Fin Cttee has reviewed the budget monitoring report.

10.6 Banking. Update on arrangements.

10.7 Fin Regs. Following the adoption of new Fin Regs to consider RFO report on new requirements and agreed outcomes from Finance Sub Cttee. Extract of new requirements contained in Draft Fin Regs previously circulated.

10.8 Annual Risk Assessment of Assets. Progress report and to consider sale of conference system.

10.9 Insurance Claim. Progress report.

10.10 Grants. To consider grants for St Michaels Church £685 and from Love Musgrove.


11. Rec Park. 10.1 To update 10.2 Improvements. To update and agree how to progress projects to (i) to provide an additional MUGA, lighting and additional play equipment incl levelling of park, (ii) to provide additional storage at the Rec Park (iii) to review the premises arrangements to establish the youth club at the Rec Park.


12. Party in the Park. 12.1 PIP Event Update and to note date set 18/7/2020. 12.2 Senior Citizens Chip Supper is to take place on 24th January 2020 in the Village Hall.


13. Purchase of Canal Carpark. Following Full PC decision to purchase to consider legal docs prior to purchase.


14. Highways. 14.1 Defects or Issues to be reported /considered.


15. Footpaths/Rights of Way. 15.1 Defects/Issues and report of the Parish Footpath volunteers.


16. Website and standard email addresses for PC Emails. (LG). Update report.


17. SALC. To note the Chair and Clerk attended an area mtg on 17th Oct (report already circulated) with SWTC Members.


18. Correspondence. To consider any correspondence received that Cllrs wish to raise.


19. New Matters to be carried forward. None.

Members of the public are welcome to attend the meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the Committee Room.
