A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 5th March 2018 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak before the meeting).

1. Chair’s welcome.

2. To receive any apologies for absence.

3. Declarations of Interests. (1) Declarations of Individual Members. (2) Declaration of Interest Membership of the

Neighbourhood Panel/Dispensation. To consider a request from Brenda Brighton and Lynn Gates to reflect in the PC

minutes the wording which they expected to have seen recorded in the Minutes of 8th January 2018 for item

18/4 (3) first sentence in order to accurately reflect their joint request/reasons: “PCllrs had received a

request from Lynn Gates and Brenda Brighton to rescind John Read's membership of the CSM Neighbourhood

Plan Panel in view of his breaching the Code of Conduct, by which he is bound as a sub committee member, in

that he failed to declare his Directorship of Chester Commercials and interest in the Gladman Planning


4. To receive County and District Councillors’ Reports.

5. Minutes – to approve the Minutes of the meeting held on 5th February 2018.

6. Matters arising from the Minutes of the meeting held on 5th February 2018.

7. Minutes – to approve the Minutes of the meeting held on 12th February 2018.

8. Matters arising from the Minutes of the meeting held on 12th February 2018.

9. Planning. 9.1 Planning Applications received. To consider the following application received;






Charlton House Farm, Charlton Road, Creech Heathfield; replacement of dwelling with relocation of access.

9.2. Planning - CSM Neighbourhood Plan. To update the PC incl feedback on the Sect 14 consultation and the CSM

NH Plan Panel meeting held on 20th Feb (draft minutes previously circulated) and to consider recommendations report,

the green wedge policy and next steps.

10. Finance –

10.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks February Expense’s and other invoices received; Bibby Factors Ltd Security (Rec Park 3d Security 26.1.18-

26.2.18), WYG (NH Plan Consultancy, Nigel’s Windows Cleaning (Bus Shelters 15.2.18) £75.00.

10.2 Monies Received and banked since the last meeting; SW Lottery (proceeds) £9.50, Ruishton PC (Pitch

Fees 2nd/16th December) £60.00, HMRC (VAT Reclaim 1.4.17-31.12.17) £7,657.67. PIP Stall Income;

Selway/Lansdell/Thornton/Colemen/Clarke-Heathfield/Nuffield Health £10 each =£60.00.

10.3 Authority to make payments as accounts received. British Gas (Electricity supply).

10.4 Grant request. To consider a request from Life Education.

11. Party in the Park 14th July 2018 (SG,CS,DK,YG,AB) To report on preparations for PIP18 and projects/grants.

12. Rec Park. (SG,CS,DK,YG) . 12.1 To update 12.2 Improvements . To update on taking forward plans.

13. Highways. 13.1 Defects to be reported. 13.2 Hyde Lane Crossing. To consider merits of the alternative proposals.

14. Footpaths/Rights of Way. 14.1 Defects to be reported. 14.2 Ryesland Way to Canal slope. To consider at FA’C

(Parish Path Liaison Officer) request as the Rivers and Canal Trust who own this site don’t have funds to pay for

surfacing and a rail. FA’C has suggested the PC offer half the cost est £500 to assist them.

15. Annual Parish Meeting April 27th Friday 2018. PCllrs to nominate speakers/Clerk to update on preparations.

16. Open Access Youth Club. Update and to consider the creation of a panel to oversee the establishment of a club.

17. General Data Protection Regulation (“GDPR”) will take effect in the UK from 25 May 2018. It replaces the existing

law on data protection (the Data Protection Act 1998) and gives individuals more rights and protection regarding how

their personal data is Used. Parish Councils must comply with its requirements. The new GDPRegs places

a greater emphasis on transparency, openness and the documents needed to kept in order to show that the PC is

complying with the legislation along with new reporting requirements and increased fines and penalties and will require

the new responsibility of Data Protection Officer.

18. Correspondence. To consider any correspondence received that Cllrs wish to raise.

19. New Matters to be carried forward. To consider the Taunton Transport Plan.

20. Council to decide to exclude Public and Press for this item. 19.1 Staff Matters.

Future Meetings;

The next scheduled PC meetings are on 9th April and 14th May (AGM) at 7pm.

These meetings are to be held in one of the Village Hall Cttee Rooms (which to be dictated by building works progress).

The Annual Parish Meeting is to take place on 27th April 7pm (for 7.30pm start).

This meeting is to be held in the Village Hall.
