1. Chair’s welcome.
2. To receive any apologies for absence.
3. Declarations of Interests. Declarations of Individual Members.
4. Vacancy. The PC has a vacancy and can co-opt should it wish to (Anyone interested should speak to the Clerk).
5. To receive County and District Councillors’ Reports. To also consider Somerset West and Taunton Council offer to
provide free trees as part of its commitment to work towards carbon neutrality and climate resilience.
6. Minutes – to approve the Minutes of the meeting held on 7th September 2020.
7. Matters arising from the Minutes of the meeting held on 7th September 2020.
8. Planning. 8.1 Planning applications. To consider the following applications and to make observations;

9.1 Routine Payments and Receipts made since the Sept meeting (schedule circulated); The Clerks, Caretakers and Gen
Workers’ Wages, HMRC and SCC Pension Fund payments, Clerks Sept Expenses £69.73, 3d Security (Rec Park 3d unlocking
24 8–20 9 2020) £302.40, Lloyds Bank (Bank Charges 9 7 to 9 8.20) £6.50.
9.2 Monies Received and banked since the last meeting; SW Lottery (Proceeds Sept £10.00, SWTC (Precept second
half) £28,086.00, Creech Allotments Society £675.00, SWTC Grant (Rec and Burial Grounds) £2,155.00.
9.3 Payments to be made upon receipt. To authorise any invoice due for payment. Porter Dodson, Solicitors.
9.4 External Audit (19/20). To note the report from PKF Littlejohn the PC External Auditors (if received).
9.5 Annual Risk Assessment of Assets. Clerk to update.
9.6 Pitch Lining To consider quote (circulated) and alternative.
9.7 Climate Change Funding. To agree whether to bid for funding and if so, for what.
10. Rec Park. 10.1 Operational Issues Update and to report the Police action following vandalism 10.2 Improvement
Projects. To receive an update report/to agree priorities and how to progress projects/Consider Quote for wiring the
Container. 10.3 Play Equipment (CC/SH). Snagging Update following meeting with Sutcliffe’s held on 23rd Sept.
10.4. Annual Safety Report. To consider report and agree actions arising. 10.5 Hiring Charges. To agree (see
proposal circulated). 10.6 CCTV/Security alarm (CC). To consider quotes.
11. Highways. 11.1 Defects or Issues to be reported /considered.
12. Footpaths/Rights of Way. 12.1 Defects/Issues and report of the Parish Footpath volunteers. 12.2 Dog bin. Request
for additional Bin in Ham on the Env Agency Ramp. 12.3 Bull Street Waste Bin Clerk to update on EA response to
request for resiting.
13. Canal. To confirm the PC purchase of the Canal Car park and to ask the panel to develop plans.
14. Youth Panel. To agree arrangements for winter accommodating the Creech St Michael Youth Club.
15. 2021 Meeting Dates. To agree dates for meetings in 2021. See proposed dates below for agreement.
16. Website and standard email addresses for PC emails. (SG/AG) to report on and agree action to be taken.
17. Correspondence. To consider any correspondence received that Cllrs wish to raise.
18. New Matters to be carried forward. None.
19. Council to decide to exclude Public and Press for these items. 19.1 General Workers Review. (SG/BB)

Please note that meetings may be recorded by CSM PC. You should be aware that the Council is a Data Controller under the Data Protection Act 2018. Data collected during the recording will be retained in accordance with the Council’s policy. Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. If you have any queries regarding this please contact the Clerk as detailed above.
Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.
If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
