A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 6th January 2020 in the Cartwright Room of the Village Hall, Creech St Michael.

1. Chair’s welcome.


2. To receive any apologies for absence.


3. Declarations of Interests. 3.1 Declarations of Individual Members. 3.2 Dispensation Request. At its meeting

on 2nd December 2019 the PC granted a dispensation to all Councillors in order to enable all Councillors to take part in

the discussion on the precept at this meeting (see agenda item 8 ).


4. Vacancy on the PC. The PC has a vacancy and can co-opt. (Anyone interested should speak to the Clerk soonest).


5. To receive County and District Councillors’ Reports.


6. Minutes – to approve the Minutes of the meeting held on 2nd December.


7. Matters arising from the Minutes of the meeting held on 2nd December 2019.


8. Budget 2020/2021. To discuss and agree budget/precept (papers separately circulated).


9. Rec Park. 9.1 To update and to look at replacing surfacing under two aerials runways launch sites and to replace

rubber stoppers on u3 play area gate lock. 9.2 Inspection. 9.3 Improvements. To update and agree how to progress

projects (i) Fencing (ii) Equipment Project (to incl adding timers to lights/cctv/levelling of pitch and access) (iii) Premises.


10. Party in the Park. 10.1 Senior Citizens Chip Supper is to take place on 24th January 2020 in the Village Hall.

11.2 Enforcement. To note (i) Mill Lane – Crane Hire. To note SWTC decision to request a retrospective application

from South West Crane Hire in order to regularise their use of the land (ii) 14/18/0015 The Bartons-Condition 16

states “The first-floor windows in the northern elevation of plot 3 shall be obscure glazed to a height of 1.7m above

floor level and limited opening in a manner to be agreed in writing by the Local Planning Authority prior to occupation.

However, there is plain glass in two of the bedroom windows (bedrooms 3 and 5 on the plans) on the northern

elevation, which will not, therefore, comply if not changed prior to occupation. (iii) 14/12/0043 Derham Close,

The S106 agreement required the submission of a Public Open Space Man Plan, to be agreed by SWTC. This has not

been submitted (E/0227/14/19).

11.3 CSM Neighbourhood Plan. To note that SWTC ‘made the plan’ (adopted it) on 3rd Dec 2019.

11.4 West Monkton Heathfield Urban Extension2. To note that there are two meetings of the joint panel to be held

in early Jan to consider SWTC master plan ahead of the SWTC Exec.

11.5 SWTC Local Plan. SWTC are to consult on the Issues and Options docs from Mon 13th Jan to Mon 16th March.

SWTC are also inviting comments on two docs which are needed to support and evidence the Local Plan: The

Sustainability Appraisal; and the Habitats Regulations Assessment. This is the first consultation stage in the Local Plan

process. The document looks at the key issues and draft objectives for the Local Plan, particularly around climate

change and development needs over the next 20 years. SWTC will have the consultation info on their website and will

contact directly those on our consultee database by email. The docs will be available to view at Deane House and

Libraries. Consultant events will be held incl in Taunton, the Orchard Shopping Centre – 6 Feb, 10am to 3pm.


12. Finance. To note;

12.2 Monies Received and banked since the last meeting; SWTC (6th Reimbursement net of vat S106 monies for

Rec Park works) £84,387.09, HMRC (VAT recovery for Nov 2019) £11,739.71, Somerset West Lottery Proceeds £4.00,

12.3 Payments made since last meeting; the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks December Exp’s £112.29 and other invoices received; Bibby Factors Bristol Ltd (3d Security Rec Park 21 11-

24.12.19) £302.40, Sutcliffe’s Play Equipment (instalment 6 TTD £430,264.510) £101,264.51, EDF (Pavilion Electricity)

£30.00DD EDF (Engine Shed) £10pcm DD, K Hutchings (Keys for lights at Rec Park) £10.05.

12.4 Payments authorised for payment when received; Sutcliffe’s (Play Equip Works retention payment),

SCC/Porter Dodson Solicitors (Canal carpark purchase sum and legal costs), CYP (for Youth Club) £320 and 4

Neighbourhood Watch Signs for Ham Village (and further 4 Ham Road funded by WW). Those on annually agreed list.

Members of the public are welcome to attend the meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the Committee Room.
