Mill Lane, CSM. Change of use of land to a crane hire depot, including the storage of containers on site in association with crane hire (retention of works already undertaken) and use by low- loader Lorries.

12.2 West Monkton Heathfield Urban Extension2. (PB) To note that the CSM/WM PC Joint Panel has provided a

response to SWTC consultation on the Land south of Manor Farm, Langaller Site and is preparing a response to SWTC in

their current consultation on the Monkton Heathfield site 2

Regular scheduled meeting have commenced with the SWTC Garde Towns Manager (AP). A socially distanced walk

through of the Village in order to highlight Road Safety issues was made with the PC’s contracted Highway Consultants

RGP on 17th June.

12.3 Ruishton and Thornfalcon Neighbourhood Plan. To agree observations on the draft plans policies.

13. Finance. Draft Mins of Finance Sub Cttee mtg held on the 3rd July previously circulated.

13.1 Bills to be considered for payment;

13.2 Routine Payments and Receipts to be reported during July (schedule circulated).

13.3 Insurance. To consider contract renewal. (details separately circulated).

13.4 Internal Auditors Report. To consider the Internal Auditors report for 19/20 and the Clerks observations.

13.5. Sale of Conference Equipment. To note the sale of the Conference Equipment to Minehead Town Council.

14. Rec Park. 14.1 To update. 14.2 Review of Rec Park Reopening post Covid Lockdown.

14.3 Improvement Projects. To agree how to progress projects. 14.4 Play Equipment. Snagging Update (CC)

14.5 Memorial Plaque. To agree to purchase.


15. Highways. 12.1 Defects or Issues to be reported /considered. 15.2 Hyde Lane Road Safety Scheme. To consider

Highways plans.


16. Footpaths/Rights of Way. Defects/Issues and report of the Parish Footpath volunteers.

17. Youth Club. The Youth Panel to report on its recent meeting and recommendations on Youth Club Charges for 20/21.

19. Correspondence. To consider any correspondence received that Cllrs wish to raise.


20. New Matters to be carried forward.


21. Council to decide to exclude Public and Press for these items. 21.1 The PC to consider and agree its view on the

proposal to have a single Unitary Council for Somerset. 21.2 Update on Purchase of the Canal Car park (JP). See

separate report. 21.3 Canal Panel. The Clerk to recommend that a Canal Panel be created with membership of PCllrs

and local residents with an interest of enhancing the Canal and associated facilities should the PC decide to continue

with the purchase of the Canal Car Park.

The next CSM PC mtgs are on 7th September 2020 and (if required a planning meeting will be held on August 3rd both at 7pm and 5th October 2020.

IF permitted these will be held in Cttee Room, CSM Village Hall otherwise they will be held virtually using Zoom.

Data collected during the recording will be retained in accordance with the Council’s policy. Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. If you have any queries regarding this please contact the Clerk as detailed above.

Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
