CREECH ST MICHAEL PARISH COUNCIL

A G E N D A for the Annual Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 8th May 2017 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend.  There will be an opportunity for the Public to speak before the meeting).

1.  Chair’s welcome.

2.  Election of Chair.

3.  To receive the Chair’s declaration of acceptance of office. 

4.  To receive any apologies for absence.

5.  Declarations of Interests. Declarations of Individual Members.

6.  Election of Vice-Chairperson.

7.  Vacancies on the Parish Council. (1) To note and welcome the appointment of P Brown to the PC.

    (2)Election of Members to be Co-opted onto the Council. There is a vacancy (please speak to the Clerk in advance

    of attending the meeting if you are interested in being co-opted onto  the PC).

8.  Individual Parish Councillors responsibilities. (1) To agree Planning working party membership,

     (2) Neighbourhood Plan to reconfirm membership of the NH Panels membership (3) to reconfirm the PIP17 working

     party and to agree representation on the outside bodies (4) Village Hall (vacant) and (5) United Charities (GH).

9.  To receive County and District Councillors’ Reports.

10.  Minutes – to approve the Minutes of the meeting held on 3rd April 2017.

11.  Matters arising from the Minutes of the meeting held on 3rd April 2017.

12.  Planning.(1) Trees Preservation Order on land south of A361 at Walford Cross. To confirm order is now in place.

       (2) CSM Neighbourhood Plan.  (See the minutes of the CSM NH Panel meetings of the 11th April and draft Minutes of

       2nd May). To update on progress and next steps, including deciding on holding of a Housing Needs  Survey and

       reflecting on the Garden City Principles and meetings with TDBC Planners and the Developers.  

13. Accounts: 13.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

      the Clerks April Expense’s and other invoices received; Bibby Factors Ltd Security (Rec Park 3d Security 27.3.17-

      26.4.17), Devon Assoc of Loc Councils (SW Reg Conf Clerk Training 16.3.17) £72.00, K Signs (SW) Ltd

      (Wordle Banner for NH Plan Panel)£108.00, CCfS (attendance at NH Plan Mtgs 1.2-21.4)£612.00, CSM Village Hall      

      (use of VHall for meetings – 10.15-3.17), WYG (NH Plan Consultancy 19-3-17-15.4.17) £1008.00.

      13.2 Monies Received and banked since the last meeting; PIP17 Stall and Food Vendors  M Armstrong and A

      Waddon (Little Grey Pizza Box) @£150 each = total £300.00, PIP17 Stall Holders   P&SE Dunn (Miss Duns Wax melts)

      £10, SO Venn £10, EM&AC Shorthouse £10, MA&A Thornton £10, AJ Westcott (Natures Treasures) £10 = total £50.00.

      Tone Youth (March Pitch Fees) £80.00, TDBC (17/18 Precept) £46,164.95 (and CIL) £ 2,664.98.                           

      13.3 Cheques drawn since last meeting; To report a payment to B Gas Electricity at Pavilion 7-3-17 to 6-4-17

      £54.92 (as previously agreed).

      13.4 Dog Bin Emptying 2017. To consider the quotation from the DLO.

14. Recreation Park. (SG,CS,DK,YG). 14.1 Update report . 14.2 Development.  Chair to update.

15. Party in the Park 8th July 2017 (SG,CS,DK,YG) To update.  

16. Highways. 16.1 Defects to be reported. 16.2 A358/A303 Duelling. To agree the PC response to the Highways

      England consultation (see Clerks report).

17. Footpaths/Rights Of Way. 17.1 Defects to be reported. 

18. Dog Bins. To consider a request for dog bins to be sited either end of Charlton Road, Creech Heathfield and (if

      agreement received from SCC) to agree to the purchase of two dog waste bins for outside the Rec Park and at Worthy

      Lane (by telephone box).

19. Correspondence. To consider any correspondence received that Cllrs wish to raise.

20. New Matters to be carried forward.

21. Council to decide to exclude Public and Press for this item. On the grounds of prejudicial information to be

      discussed.

      Future Meetings;

 

     The next scheduled PC meetings is June 5th and July 3rd both at 7pm.   

     The next meeting date of the CSM Neighbourhood Plan panels is 18th May 6.30pm

     All meetings to be held in the Village Hall lower Cttee Room.
