CREECH ST MICHAEL PARISH COUNCIL

Minutes of the Meeting of the CSM PC Neighbourhood Plan Panel
held at 6.30pm on Thursday 30th March 2017

                          in the Lower Committee Room of the Village Hall.

Present Co-opted Parishioners C Cudlip (Chair), F A'Court, L Crowley, A Hayes, A Oldham J Scott and J Read, PCllr K
Reed (Vice Chair), J Birch (CCfS), and S Altria (Parish Clerk). No Parishioners attended.

NP17/56. Welcome. CC welcomed everyone to the meeting.

NP17/57. To receive any apologies for absence. Co-opted Parishioner J McCarthy and D Summerfield (WYG).

NP17/58. Declarations of Interests. None declared (JR had previously declared his interests and it was agreed
there was no need to repeat at each meeting).

NP17/59. Minutes - to approve the Minutes of the meeting held on 14th March 2017. (These had
been previously circulated to Panel Members). These were agreed without any amendments being made.
The minutes were then signed and dated by the Chair as an accurate record of the meeting.

NP17/60. Matters arising from the Minutes of the meeting held on 14th March 2017;

(1) NP16/40(6) Rec Park. It was noted that the professional advisors acting on behalf of the Owner of the field
adjacent to the Rec Park had replied advising that the agreement to meet her valuation fees should be unconditional
to a sale and that the PC would consider this further request at its next meeting on the 6th March. In the event the PC
decided to obtain preplanning advice before making a decision and this is now awaited.

(2) NP17/25. Meeting with TDBC/Developers. The Clerk had been in touch with Ann Rhodes of TDBC and asked
TDBC to meet with the panel and to take part in the APM. Dates have now been suggested and a date would be
agreed at the end of the meeting (see below). Once that meeting takes place a meeting with both developers would
be agreed.

The Clerk also advised he would raise again the request for the early provision of land along Hyde Lane (from the
MBridge to the Cottages) to SCC to enable them to create a safe route to school footpath now for the School children.

(3) NP17/34. Taunton - Garden City Status Conference. The Garden City conference is to be held at Taunton
Rugby Club on Thursday 6th April. The PC Chair and Clerk will attend.

NP17/61. Parish consultations; Youth Surveys. JB reported that she had conducted at the local (Monkton
Heathfield) Sec School a survey with the aid of Teachers on 13th March and presented her written report. The key
requests indentified by the young people are more activities, dance, gymnastics, more sports, outdoor gym
equipment, safer roads and a water fountain at the park.

CC advised that the Sec School had he believed undertaken a snapshot of traffic using the road at Creech Heathfield
on Thursday 23rd March. JB offered to ask the School if a copy of the outcomes could be made available.

NP17/62. Review of potential policy themes/topic areas. CC explained that the meeting would focus on
reviewing DS draft document (previously Circulated) and reminded the panel of the need for a structured discussion
on the plans topics and policies, to identify projects for funding etc and also to start to deal with the issues that can't
be dealt with by planning policies - such as a "community action plan" and to give some examples of policies that
might be used.

The three themes - Environment/Green Spaces/Recreation were reviewed with panel members ensuring the
responses from the consultation results were accurately represented.

NP17/63. APM Friday 21st April 2017 7pm for 7.30pm start. The slides to be used as the basis of the panel
report to the APM will be reviewed at the next meeting, to be presented by CC and DS with support from JB as
required.

NP17/64. A358/A303 Dueling. Highway England had issued details of their plans to duel these roads and
consultation meeting dates. Panel members are encouraged to attend. It was noted a J25a was included on the M5.

NP17/65. AOB. (1) The wording of a NH Plan banner was considered and changes agreed. JB offered to make
changes to the artwork and pass to the Clerk for requesting PC funding and production. (2) The Clerk advised he had
yet to examine whether a further grant can be applied for from Groundwork's. (3) A discussion took place on the
importance of the Bell PH to the Village.

NP17/66. Dates of Next Meeting.

Agreed to hold the next Meetings on 11th April and 2nd May both at 6.30pm in the lower CSM VH Cttee room.

The meeting closed at 8.35pm.
