MONKTON HEATHFIELD URBAN EXTENSION 2

JOINT CREECH ST MICHAEL and MONKTON HEATHFIELD PARISH COUNCIL PANEL TERMS OF REFERENCE (AGREED 26 9 19)

Somerset West and Taunton Council have decided to permit the development of the land in the Parish of Creech St Michael west of the M5 north of West Monkton Parish upto Walford Cross as an urban extension of Taunton (MHUE2).

Under the Town and County Planning Act 1990 and the Local Government Act 1972 provision is made for Parish Councils to take a lead role in Planning in their Neighbourhood.

In view of the existing Monkton Heathfield Phase One (MHUE1) development CSM PC decided to work with West Monkton Parish Council (WM PC) and proposed a joint panel to work with SWTC and the Developers. This offer was accepted.

The Vision is to ensure that development meets the needs and expectations of the community and improves the quality of life in the Parishes.

Purpose

To help steer the development of the MHUE2 and advise the SWTC and developers on whether the development is meeting its objective of meeting the needs of the Parish.


The Joint Panel shall endeavour to represent everyone in the Parishes, act in their best interests



Membership

4 Parish Councilors from each Parish Council appointed (and dismissed) by each PC. (Voting)


2 District Cllrs (One for each ward) from SWTC (Not Voting)


1 County Councillor from Somerset CC (Not Voting)


Advisors as and when the Panel requires, principally Planning and Highways Officers. (Not Voting)


The Parish Clerks (Not Voting)


Membership of the Panel will be determined by each PC; normally each year at each PC’s AGM.


Substitutes will be permitted.


Additional PCllrs from each PC are permitted to attend on a ‘No voting’ basis



Frequency


The panel will determine the frequency of its meetings to reflect key decision making and PC meeting dates as required.



Authority

The Panel is advisory to the Parish Councils; it has no delegated authority to make decisions.


The Chairman shall be elected by CSM PC and shall be so elected on an annual basis.


The Vice Chairman shall be elected by WM PC and shall be so elected on an annual basis.


CSM PC Clerk to act as “single point of contact” for the Panel and to share communications with all members.



Conduct

The Panel will be subject to the PC’s Model Standing Orders issued by Somerset Association of Local Councils (SALC)



Advisors

Appropriate District and County Council Officers and any other relevant Consultee Authority providing advice on planning and highways matters.



Termination

The Group may be terminated by either Parish Council after due notice.
