Minutes of an additional Meeting of the CSM PC held at 7pm on Monday 12th February 2018

In the Lower Committee Room of the Village Hall.

Present; S Hutchings, (Chair), S Greenhalgh (Vice Chair), P Brown, S Harris, D Knight ,G Lucas, K Reed and, (Parish Councillors). Steve Altria (Clerk). TDBCllr D Durdan. No members of the public attended.

18/36. Chairs Welcome. Chair welcomed Paul Kelly (Newgate Comms), David Stock (Project Manager, Highways England Ltd) and Jenny Algove, Jake Sargent and Chris Tean (Mott McDonald Consultants) and everyone introduced themselves.

18/37. Apologies. PCllrs A Birch C Sampson and I Wright sent their apologies and the reasons given were accepted. SCClr D Fothergill.

18/38. Declarations of Interest. (1) Declarations of Individual Members. None.

18/39. HE Ltd. The Meeting was closed to the Public and Press for this item at the insistence of HE Ltd.

PK explained that a period of public consultation was underway with a number of public consultation events being held locally. In addition local Parish Councils are being offered (closed) meetings in order to enable Cllrs to gain a stronger understanding about the proposals being consulted upon from the project team by asking questions and getting answers and for HE Ltd to understand why views are held.

DS explained the three routes using maps, showing three (pink, blue and orange) routes and the merits and costs of each. He explained responses based on hybrid would also be accepted.

PCllrs discussed the scheme for over an hour trying to understand the impacts of each route. Key points made included SH questioning why the road was being brought to Taunton rather than east to west straight through the Blackdowns onto Exeter and he suggested that place was being put before people; DS explained that his project brief was to come to Taunton. There was felt to be a need to avoid the Blackdowns and SCC wanted the economic advantages that the road would bring.

PB and GL highlighted the need for a Henlade Bypass and for sorting out the road difficulties on the east side of Taunton as the priority. KR questioned about access for local field owners either side of the new road.

DS advised his timescale is 2019 for Planning, construction starting in 2020/21 year with a 3 year build.

The Clerk highlighted the HE traffic count figures for CSM received earlier that day from HE Ltd. It showed they were nearly at the level of the A378 Langport Road. He advised that CSM had the highest no of fatal RTA in Somerset in the previous year and the village had poor sightlines, narrow or no pavements and had junctions with acute turnings . All contributed to safety concerns and that there was a need for a walk through the village in order to identify and agree a programme of safety work that needed doing before the project started. This was agreed.

SH asked about screening and requested additional screening to the existing motorway. DS explained this would be clear at the next stage of consultation which is part of the planning process. DS explained at this stage they were trying to establish a preferred route so that this could be protected from future planning applications.

Visitors where then thanked and left. The meeting was then reopened to the public.

18/40. A358 duelling. PC response to HE consultation.

The PC considered each option and in acknowledging SCC reasoning and preference for wanting the A303 (traffic) to come upto Taunton it felt there should also be an acknowledgement that the decision will impact on communities to the east of Taunton including Creech St Michael. The Parish Council therefore agreed to seek mitigation measures in the Village being put in place ahead of any works starting. The Council agreed in communicating it preferred routé to press for a “walk though” the village to examine the various safety issues and seek mitigation ahead of works commencement.

The PC agreed its preferred route (a hybrid option) as the pink route from junction C (Thornfalcon) to junction B/D with a spur to J25 junction but with the last section (that from B/D joining the motorway with a full access junction south of Killams shown as F) following the orange route. This route takes the most traffic from Henlade, gives it a bypass and removes the lorry traffic from Nexus.

Also to take the opportunity to highlight that the Parish suffers from poor screening of the existing M5 motorway and to ask for improvements to be made.

Action. Clerk to inform SCC and HE Ltd of the PC decision and to setup meeting with HE Ltd for a “walk through”.

18/41. Finance. The following invoices were approved for payment; B Gas (Electricity 7th Jan-7th Feb 2018) £46.42 and Area52 (PIP18 band deposit) £100.

The meeting was closed at 8.35pm.

Future Meetings;

The next scheduled PC meetings are on 5th March and 9th April at 7pm.

The next CSM Neighbourhood Plan meeting is to take place on 20th February 7pm.

All meetings to be held in the Village Hall lower Cttee Room. (If VHall building works commence upstairs Cttee room)
