on Monday, 2nd November 2015 in the Lower Committee Room of the Village Hall, Creech St Michael.

5. Minutes – to approve the Minutes of the meeting held on 5th October 2015.
6. Matters arising from the Minutes of the meeting held on 5th October 2015.
7. Parish Council Planning. 7.1 Parish Council Priorities. Individual PCllrs to make suggestions/share aims for
the future and for the PC to then determine its priorities. 7.2. Neighbourhood Planning for the Urban Extension
area of CSM Parish. To further consider and perhaps make a decision on developing a NH Plan.

9. Accounts: 9.1 To approve payment of the Clerks and Caretakers Wages, HMRC (Tax Due on Salaries),
the Clerks Oct Expense’s and other invoices received. 9.2 Monies Received and banked since the last
meeting; Clerk to report. 9.3 Authorisation to make payment before the next meeting. Bibby Financial
Services (Factors for 3d Security at Rec Park 1-10-15 to 28-10-15) and B Gas Electricity at Pavilion 7-10-15 to
7-11-15. 9.4 CSM Parish Church. To consider a grant.9.5 Accounts. Reconciliation and report attached for the 1st
Half year. The Council’s receipts for the period 1st April 2015 to 30th Sept 2015 are £40,382.35 and the expenditure
for the same period is £23,730.33 9.6 Annual Review of PC Assets. To consider the findings of the review of
Assets undertaken. 9.7 TDBC Consultation on Council Tax Support Scheme. To agree the PC response.
10. Recreation Park (YG,SH,KR,CS) 10.1 Update report. 10.2 Signage. To agree wording and purchase of
emergency signing. 10.3 Development (IW/SH) To report progress on plans and to next steps.
11. Highways. (DF, GL,GH) 11.1 North End Virtual Footway project. Update. 11. 2 Hyde Lane. Impact of
Development sites, condition of road and verges, traffic calming, provision of footway and proposal to extend
30mph from motorway bridge out to Hyde lane cottages. Update. 11.3 Improvement Scheme crossing in
Hyde Lane. 11.4 A38 Adsborough Update. 11.5 Access from WMonkton relief road. To receive any update.
11.6 Defects. To be reported (GH, GL).
12. Footpaths and Rights of Way (GL). Defects to be reported.
13. Transport. (GL). To update the PC on the Bus Service in CSM.
14. Asset of Community Value (Clerk) The Bell Inn and Garage St Michaels Road sites.
Updates on ACV Status.
15. Maintenance. (DK) To consider quotations received for the replacement of the glass in the Bus Shelters .
16. Website. (IW). To consider arrangements.
17. West View Park (LG) To consider development (as an alternative to the intentions for Carey Road Park).
18. Dog Bins. (previous considered as item 15/102 (6)). The Clerk has obtained a quote for a dog bin in the sums of
£84, a post to site upon costs £60, installation £75 (plus mats) and annual emptying of each bin costs £250 per year
(ongoing). To make decisions to purchase or not (and if the PC then agrees to seek SCC Highways approval) for sites
at Langaller and/or Leighton Drive.
19. Correspondence. To consider any correspondence received that Cllrs wish to raise.
20. New Matters to be carried forward.
21. Parish Council to decide to exclude Public and Press for this item.
21.1 Merlyn’s Copse. Update on Sale from Clerk and to agree way forward.
