A G E N D A for the meeting of Creech St Michael Parish Council to be held at 7.00pm
on Monday, 5th January 2015 in the Lower Committee Room of the Village Hall, Creech St Michael.
(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak before the start of the meeting.)
1. Chairperson’s welcome.
2. To receive any apologies for absence.
3. Vacancies on the Parish Council. Election of Members to be Co-opted onto the Council. There is a
vacancy (please speak to the Clerk in advance of attending the meeting if you are interested in being co-opted onto
the PC).
4. Declarations of Interests.
4.1 Declarations of Individual Members.
4.2 Dispensation Request. At its meeting on 1st December 2014 the PC granted a dispensation to all Councillors
in order to enable all Councillors to take part in the discussion on the precept at this meeting.
5. Flooding. Inspector Tim Powell-Gill from the Avon & Somerset Police to address the PC regarding road closures
between Creech & Ruishton in cases of flooding.
6. To receive County & District Councillors’ Reports.
7. Minutes – to approve the Minutes of the CSM PC Meeting held on 1st December 2014.
8. Matters arising from the Minutes of the meeting held on 1st December 2014.
9. Precept 2015/16. To discuss and agree the precept (draft presented at the 1st dec meeting).
10. Planning. Applications received: Panel to report on the application received;

Erection of two storey extension to the rear of Somersby Lodge, Langaller.
11. Accounts: 11.1 To approve payment of the Clerks and Caretakers Wages, HMRC (Tax Due on Salaries),
the Clerks Dec Expense’s, British Gas (Electricity at Pavilion 8 11 14 to 7 1214) £67.55, 3d security (Locking Rec
Park 3 11 to 30 11 14) £ 216.00, Nigel’s Window Cleaning (Bus Shelters 1 12 14) £45.00 11.2 Monies received
and banked since the last meeting; Tone Youth (11 14 pitch fees) £120, Creech Cougars FC (15 11 14 pitch
fees) £40 11.3 Electricity. The Clerk to propose in accordance with existing Financial Regulation 6.6 that the
electricity for the pavilion be paid by variable direct debit (with payments to be reported to the next meeting) in
order to attract the lowest tariff.
12. Allotments. To consider the request of the Creech Allotment Society who are in the 3rd of a 5 year lease to extend
the lease for a further 10 years after the end of the existing period.
13. Vote of No Confidence. CS to propose a vote of no confidence in the Chairperson.
14. Recreation Park. (YG,SH,KR,CS) Update report.
15. Asset of Community Value. The Clerk to propose that the field adjacent to the Rec Park be nominated as an ACV.
16. Highways. Defects to be reported. (GH, GL).
17. Footpaths and Rights of Way (GL). Defects to be reported.
18. Correspondence. To consider any correspondence received that Cllrs wish to raise.
19. New Matters to be carried forward.
20. Parish Council to decide to exclude Public and Press for these items. 20.1 Staff Matters.
