A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 6th June 2016 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend.  There will be an opportunity for the Public to speak before the meeting).


1.  Chairman’s welcome.


2.  To receive any apologies for absence.


3.  Declarations of Interests. Declarations of Individual Members.


4.  To receive County and District Councillors’ Reports.


5.  Individual Parish Councillors responsibilities. To agree further working parties as circulated of the Parish Councils    

     And representation on outside bodies (1) Village Hall, (2) United Charities, (3) Twinning  Association  

     (now ceased).                                                            


6.  Minutes – to approve the Minutes of the meeting held on 9th May 2016.

8.  Parish Council Planning. 8.1 Appeal received: APPEAL APP/D3315/W/16/3146733 – Somersby Lodge, Langaller

     Lane, CSM erection of 4 dwellings and assoc works in Garden to the rear – to ascertain whether the PC wishes to make

     further observations. 8.2 Applications received. To consider the following applications received;







Erection of single storey orangery at Charlton House, Creech Heathfield.



Erection of summerhouse to the rear of 15 West View , CSM



Demolition of bungalow and erection of 4 detached houses with assoc works at Barnoaks, Worthy Lane, CSM

     8.3. CSM Neighbourhood plan Panel. (See separate feedback report from panel). To update on progress and agree

     next Steps, to include the panels Terms of Reference, meeting the cost of developing a flyer and questionnaire to

     increase awareness and learn of Parishioners views. 8.4 Ruishton Neighbourhood Plan. To agree response.


9. Accounts: 9.1 To approve the National Joint Councils agreement to increase salary scales by 1% wef 1.4.16

     and a further 1% from 1.4.17. 9.2 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension

     Fund payments, the Clerks May Expense’s and other invoices received including Bibby Factors Ltd Security (3d Security

     at Rec 28-4-16 to 27.5.16),  SALC (Audit Training) £15.00, B J Howe (Internal Audit Fee) £233.20,WYG  EPT Ltd (NH

     Plan Consultancy pt) £2111.88. 9.3 Monies Received and banked since the last meeting; PIP16 Stalls            £120.00

     PIP16 (Ticket sales) £12.00, PIP16 (Food Vendors) £620.00, Tone Youth FC (Use of Rec Field April) £80.00, HMRC

     (VAT 1.4.15-31.3.16) £2,238.25. 9.4 Cheques drawn since last meeting; British Gas (Electricity at Pavilion) 8-4-16

     to 7-5-16. 9.5 Authorisation to make payment before the next meeting.  B Gas Electricity at Pavilion 7-5-16 to

     6-6-16). 9.6 Audit. To receive the Internal Auditors letter (separately circulated). 9.7 Request for Financial

     Information. Clerk to report on request from Parishioner P Chetwynd (Council Tax).


10. Recreation Park. 10.1 Update Inclusive Play Equipment/Goalposts. (CS/Clerk),10.2 Installation of a track(DD)


11. Party in the Park 9th July 2016 (SG, DK,CS,YG,) To update on progressing plans for the event.


12. Highways. 12.1 Defects to be reported. 12.2 Ham/Ham road – to report speed dangers (DK).


13. Transport. GL to provide an update on Bus Service.


14. Correspondence. To consider any correspondence received that Cllrs wish to raise.


15. New Matters to be carried forward.
