A meeting of Creech St Michael Parish Council is to be held at 7pm on Monday 1st October 2012 in the Lower Committee Room of the Village Hall, Creech St Michael.




An opportunity for Public speaking will take place immediately before the formal meeting starts.


1.   Chairman Welcome.


2.   Vacancies on the Parish Council.  There is currently a vacancy. The PC will consider any request for co-option it receives from interested and eligible individuals. These should inform the Clerk of their interest prior to the meeting.


3.   To receive apologies for absence.  


4.   Declarations of Interest.


5    Minutes – to approve the Minutes of the meetings held on 3rd and 17th September 2012.


6.   Matters Arising from the Minutes of the meetings held on 3rd September and 17th September 2012.

Audit Commission

Notifying PC that Grant Thornton UK LLP will its External Auditor for 5 years from 2012/13.

Annual Audit fee anticipated to be £200.
(currently £285).


Jean Adkins
Executive Cllr, Housing Services TDBC

Allocation of new Housing in Hyde Lane.

Replying to the PC enquiry as to why Parishioners were not prioritised for the new houses.


Queen Elizabeth II Fields Trust

Asking the PC to pass ownership of the Rec Field over to QEII Fields in Trust organisation in perpetuity.

Repeated request.


Hugh Loxton

Seeking support and information regarding the fly tipping that had taken place on his land.



Rural Youth Project

Offering their services to put on activities for young People locally.




Outlining proposals to change the accreditation criteria
Required to achieve Quality Council status.



Pete Austin

Notifying that the footpath (known as cowleaze drove) which starts by the old viaduct on the Creech to Henlade road and runs east towards Ham is very overgrown. The footpath alongside the golf course which goes from Charlton lane to Durston area isn`t much better.



Strategic Land Partnerships

Seeking a meeting so as to share details of a 35 house plus possibly a new scout hut development off Hyde Lane.

PC Planning Panel has met SLP. See item 10.3.


Ken Maddocks

Election Flyer seeking support in the forthcoming election to be Police and Crime Commissioner for Avon and Somerset.

Elections take place on 15th November.


Mrs Perryman

Notified PC of a dense bramble area at the green in West View, in addition areas of the old metal fencing by Alexandria Close bungalows was dangerous.

TDBC contacted and agreed to do remedial works on both. (planned for w/c 24/9).


David Fothergill

Offer to provide a Portable defibrillator in CSM.

To be sited in The Bell.


Creech, Ruishton and Thornfalcon Benefice

Confirming tree works are programmed to avoid damage to War Memorial.

In response to PC Risk Assessment.


Rachel Buttell

A request for funding on behalf of the residents of Adsborough and Thurloxton and surrounding parishes to support the objection of the application at Lapthorne, Adsborough. 

More details anticipated.


The Planning Inspectorate

Hinkley Point C Nuclear Power station. Notifying that the Panel of Examining Inspectors have completed their examination of the application.

Findings are to be sent to Sec of State within
3 months.


Wessex Water

Details of vehicle movements associated with the works in Ham.

See item 10.1.


SCC Highways

Setting out parameters for overhanging trees.

Sent in response to a request from DF.


Andrew Gadd

Further to meeting, asking if the PC would object to a Planning Application to rear of the School site.

See item 10.3.


Mayor Terry Hall

Poster for the  “forget me not walk” in aid of ‘beat blood cancer’ to be held at County Cricket Ground 21st Oct 1.30pm. Email tforgetmenot@btinternet.com for details.

8.   Recreation Field. (SH,KR,YG,GH,SW). Update on the project to install play equipment and a MUGA, 
the initiative to improve and manage the site, to learn of the progress to the PC request to reinstate former site office on verge, to consider the ownership of verge, to learn of the outcome of the meeting with Henlade Scouts, the panels review of the budget and of the Clerks actions re car parking outside of the field gate.  


9.  TME (CS). Update on the agreement between the PC and TME.


10.  Planning.


10.1 Wessex Water Ham Sewerage Works. (GL and GH) Update on the application, highways and works progress.


10.2 Adsborough, Lapthorne (CS).  Update on the application.


10.3 Hyde Lane. (SH,GH,GL,PC,SW). Update on meetings held with potential developers of two Sites.


11.  Highways (CS,GL,KH and PC). Update of issues reported/identified, the A38 Adsborough and to receive the
Outcome of the panels reviews on the nos and site of salt bins to be procured.


12.   Footpaths and Pavements (SH,PC) Update report.


13.   Newsletter. (CS) Update


14.   Allotments. (KR) Update report on the allotments.


15.   Merlyn’s Copse. (KR, SW) Update report on the tree work , clearing and improvement of the Copse, the
Obtaining of quotes for ‘no dog’ signs and two pedestrian gates and the need to remove silt from the stream..  The Clerk to advise regarding movement of fencing.


16.   Portable Defibrillator. (CS, KR). Offer from DF to provide and Update report on installation.


17.   Accounts.


17.1 Clerk’s wages and expenses, invoices to be paid and income received.  


17.2 Adsborough Bus Shelter. To consider quotations to weed or to remove adjacent bank.


17.3 North End Noticeboard. To consider quotations for a replacement notice board.


18.  To receive County & District Councillors’ Reports.


19.  Matters to be carried forward to the next Parish Council Meeting.
