to be held in the Village Main Hall at 7.00pm on Monday, 10th May 2021

1. Chair’s welcome.


2. Election of Chairman.


3. To receive the Chairman’s declaration of acceptance of office.


4. To receive any apologies for absence.


5. Declarations of Interests. Declarations of Individual Members. PT and CC re reimb of expenditure at item 15.2.


6. Lynda Sudlow, Community Liaison Executive, Airband to present the details of their project to provide

full fibre broadband to residential and business communities locally.


7. Election of Vice-Chairperson.


8. To receive the Chairman’s declaration of acceptance of office.


9. Vacancy on the Parish Council. To note that the PC continues to have a vacancy that it can fill by co-option.

Given the PC decision (see Oct 2019 mtg item 19/187 mtg) it is anticipated a decision will not be made before the June

21 mtg. (Anyone interested in becoming a PCllr should speak to the Clerk soonest).


10. Individual Parish Councillors responsibilities. To agree Finance and Personnel Cttees Membership, the PC Panels

and working parties and their membership, to confirm the PIP working party representatives and to agree

representation on the outside bodies; Village Hall, United Charities and Highways England A358 Liaison (see separate

report previously circulated).


11. To receive County and District Councillors’ Reports.


12. Minutes – to approve the Minutes of the meeting held on 12th April 2021.


13. Matters arising from the Minutes of the meeting held on 12th April 2021. (see separate report).


14. Planning. 14.1 Planning applications. To consider the following applications and to make observations;

14.2 Monkton Heathfield 2. To note that the MH2 panel met with SWTC Planners on 19th April, is to meet with

Highways Technical Officers re Road Safety in CSM Village on 19th May and to receive an update from Persimmon on

27th May. To also note that the panel has replied to WM PC in response to its consultation on its updating of their

Neighbourhood Plan endorsing the plan whilst making four suggestions; aiming to improve walking and cycling links,

extending the green wedge, questioning the need for the proposed Langaller Industrial site and revised wording to

clarify that the urban extension extends over both Parishes.

14.3 Ruishton and Thornfalcon PC has issued a Draft Revised Neighbourhood Plan with a nine-week

Consultation Period 26 April to 7th June 2021. To consider authorising the MH2 panel to draft a response.


15. Finance. 15.1 Routine Payments made since the April (schedule circulated); The Clerks, Caretakers and Parish

Lengthsmans Wages, HMRC and SCC Pension Fund payments, Clerks April Exps £256.50, Lloyds Bank (Bank Charges

15.3 Invoices paid under emergency arrangements. SCC (Advert) £50.00, SLCC (Advert) £246.00.

15.4 Monies Received and banked since the last meeting; SW Lottery (Proceeds April ) £10.00, HMRC (VAT refund

15.5 Electricity supply to the Former Engine shed, Rec Park. To enter into a new contract as the existing supply

contract expires on the 30th June 2021 (see separate report).

16. Rec Park. 16.1 Operational Issues Update 16.2. CSM Rec Park Panel (YG/AG/JP) Update (to include locking and

hiring’s).


17. Highways. 17.1 Defects or Issues to be reported /considered.17.2 Fingerposts. To propose asking Somerset Forge

to restore the fingerpost at Lane End/Ham Road at cost of £1015. To be funded from either Parish Improvements or

Telephone Box/Defib maintenance budgets?


18. Footpaths/Rights of Way. 18.1 Defects/Issues and report of the Parish Footpath volunteers.


19. Website (PB/CC). The Task and Finish Group to update.


20. Canal. (ND) To update on the panels work.

21. Parish Council Admin - Future Mtg arrangements. Clerk to outline proposals for future PC meetings post the Covid

restrictions rollback (paper previously circulated).


22. Correspondence. To consider any correspondence received that Cllrs wish to raise.


23. New Matters to be carried forward. None.

24. Council to decide to exclude Public and Press for item; Personnel Sub Ctte to update on staff issues.

The CSM PC mtg is to be held on 10th May (Annual Council Mtg) in the CSM Village Chown Hall.

As Covid restrictions are in place Parishioners will not be able to attend – Please email the Clerk by the 6th May any questions (clerk@creechstmichael.net) and the Clerk will read these to the PC and feedback any response given.


The following PC meeting is due to be held on 1st June 2021. Arrangements will be decided at May mtg see agenda item 21.
