A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 2nd December 2019 in the Cartwright Room of the Village Hall, Creech St Michael.

1. Chair’s welcome.

2. To receive any apologies for absence.

3. Declarations of Interests. 3.1 Declarations of Individual Members. 3.2 Dispensation Request. To consider

the request made to enable all Councillors to take part in the discussion on the precept (see item 8 below).

4. Vacancy on the PC. As no call was made for an election before the 6th Nov the PC can make a co-option on or after

the Dec mtg. Given the PC decision (see Oct mtg item 19/187 mtg) it is anticipated a decision would not be made

before 3rd Feb 20 mtg. (Anyone interested in becoming a PCllr should speak to the Clerk soonest).

5. To receive County and District Councillors’ Reports.

6. Minutes – to approve the Minutes of the meeting held on 4th November.

7. Matters arising from the Minutes of the meeting held on 4th November 2019.

8. Budget 2020/2021. To discuss draft budget/precept (papers separately circulated).

9. Rec Park. 9.1 To update from Panel Mtg 9.2 Improvements. To update and agree how to progress projects to (i) to provide an additional MUGA, lighting and additional play equipment incl levelling of park, (ii) to provide additional storage at the Rec Park (iii) to review the premises arrangements to establish the youth club at the Rec Park.

10. Party in the Park. 10.1 PIP Event 18/7/2020 Update. 12.2 Senior Citizens Chip Supper is to take place on 24th January 2020 in the Village Hall.

11. Planning. 9.1 Planning Applications received. To consider the following applications and agree observations;

White Horse, White St, Ham, CSM. Erection of first floor ext to the rear.

9.2 CSM Neighbourhood Plan. To note that SWTC are to ‘make the plan’ (adopt it) on 3rd Dec 6.15pm @ Deane House.

9.3 West Monkton Heathfield Urban Extension2. To received reports from the Joint Panel Mtg with WM PC of 7th Nov, the MHUE1 walkabout on 20th Nov and the meeting with Developers and Highways on 27th Nov (first two reports previously circulated). To note that the next meeting of the joint panel is to be held in early Jan (once SWTC Exec has met).

10. Finance. To note;

10.1 Monies Received and banked since the last meeting; Somerset West Lottery Proceeds £4.00,

10.2 Payments made since last meeting; the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments, the Clerks November Expense’s and other invoices received; Bibby Factors Bristol Ltd (3d Security Rec Park 21 10-24.11.19) £378.00, Nigel’s Window Cleaning (bus shelters 8 11 19) £75, CSM Village Hall (Oct hiring’s) £45.00. CSM Village Hall (PIP use 24 1 20) £30. Sutcliffe’s (Play Equip Works stage payments), EDF (Pavilion Electricity) £30.00DD EDF (Engine Shed) £10pcm DD,

10.3 Payments authorised for payment when received; Sutcliffe’s (Play Equip Works stage payments),

SCC/Porter Dodson Solicitors (Canal carpark purchase sum and legal costs), CYP (for Youth Club) £320 and 4 Neighbourhood Watch Signs for Ham Village (and further 4 Ham Road funded by WW). Also, those on annually agreed list.

10.4 Insurance Claim. Progress report.

10.5 Grants. To consider adopting a grants policy (draft previously circulated).

11. Highways. 11.1 Defects or Issues to be reported /considered. 11.2 Cooks Close - Dumped cars on Highways land.

12. Footpaths/Rights of Way. 12.1 Defects/Issues and report of the Parish Footpath volunteers.

13. Carey Grove Park. To report the outcome of a meeting with SWTC.

14. Website and standard email addresses for PC Emails. (LG). Update report.

15. Annual Parish Meeting April 24th Friday 2020. PCllrs to agree format and contents.

16. Youth Club. To receive panel/CYP report (previously circulated).

17. Correspondence. To consider any correspondence received that Cllrs wish to raise.

17. New Matters to be carried forward. None.

Please note that CSM PC meetings are recorded. You should be aware that the Council is a Data Controller under the Data Protection Act 2018. Data collected during the recording will be retained in accordance with the Council’s policy. Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. Members of the public are welcome to attend the meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the Committee Room.
