8. Planning. 8.1 Planning Applications received. To consider the following applications and agree observations;






Crown Lodge, Crown Lane, Creech Heathfield. Erection of a single storey extension to the front and rear. Amendment to application.



Replacement of workshop on land at Flightline, Adsborough



Brickyard Farm, Bull Street, Creech St Michael-

Prior approval for proposed change of use from agricultural building to

dwelling house (Class C3) and associated building operations.

8.2 Planning Applications not notified. To consider and to decide if observations are to be made;






55 Arundells CSM Prior approval for proposed Extension to rear.

8.3 Planning Applications withdrawn. To note;






16 Rockett’s Cottages, Hyde Lane, CSM. Erection of 1 No. dwelling with garage and associated works in the garden

8.4 Land west of Derham Close. To consider report of the Planning Panel meeting held on the 14th Feb with the

agents acting for the owner who wishes to develop this field (copy previously circulated). To decide response.

8.5 West Monkton Heathfield Urban Extension2. (PB) To note that the CSM/WM PC joint Panel had provided a

response to SWTC plans for the land south of Manor Farm and a master plan for MH2 ahead of and at the SWTC

Executive on 28th Jan in order to raise the many concerns that have been identified. The Panel had since met and is

planning a tour of the site and walk through the village by Leader and Portfolio Holder, SWTC. To update the PC.

8.6 SWTC Local Plan 2040. SWTC are consulting on the Issues and Options docs from Mon 13th Jan to Mon 16th

March. This is the first consultation stage in the Local Plan process. The PC to agree its response particularly around

climate change and development needs over the next 20 years.

8.7 SWTC Employment Local Development Order (LDO) for small scale industrial space. SWTC is consulting from

Mon 13 Jan to Mon 16 March 2020. Information on the consultation via the following link:

8.8. Design Guide for Somerset West and Taunton. SWTC are consulting on the draft document which sets out how

the Council wants to improve design quality. The consultation is taking place from Weds 5 Feb to Mon 30 March 2020.

9. Finance. 9.1 Bills to be consider for payment; SWTC (Dog Bins 2018-19 and 2019-20) £tbc, C Cudlip (Reimb

for A1 Clear PVC Sheets for MH2 Mapping) £25.70, B Brighton (Reimb for print cartridge) £11.00.

9.2 Monies Received and banked since the last meeting; Somerset West Lottery Proceeds £8.00, Nigel’s

Windows (Website Advert 2019) £50.00, C Heathfield Hair and Beauty (Website Advert 2019) £50.00.

9.3 Payments made since last meeting; the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks February Exp’s and other invoices received; Bibby Factors Bristol Ltd (3d Security Rec Park 21.1.20-

10. Rec Park (Incl motion to suspend Standing Orders at 10.3). 10.1 To update. 10.2 Improvement Projects.

To update/agree how to progress projects (i) Fencing consider quotes (ii) Equipment Project (iii) Storage Container

(iv) Premises. 10.3 Standing Orders (SH). - request under s/order 32a to suspend s/order 11 in order to enable the

decision to switch on the MUGA lights until 9pm to be replaced with the lights being switched off unless paid for in

advance or used at a community event. Relevant s/orders circulated. 10.4 General worker. To consider employing

someone one day a month. 10.5. Grass Cutting and Dog Bin Emptying. To consider quotes from DLO for 20-21.

11. Party in the Park. (SG) PIP Event 18/7/2020 Update.

12. Highways. Defects or Issues to be reported /considered.

13. Footpaths/Rights of Way. Defects/Issues and report of the Parish Footpath volunteers.

14. Village Hall (PB). 14.1 Carey Grove Park. To report the outcome of advices of SWTC and of VHall Cttee.

14.2 Joint panel. To consider proposal for a joint panel.

15. Youth Club. To consider CSM Youth Club and survey.

16. Canal Car Park. Update.

17. Website and standard email addresses for PC Emails. (LG). Update report.

18. Correspondence. To consider any correspondence received that Cllrs wish to raise.

19. Council to decide to exclude Public and Press for this item. 19.1 Staff Matters.

The next CSM PC mtgs are on 6th April 2020 and May 4th (Annual Council Meeting) both at 7pm in Cttee Room, Village Hall.

The CSM Annual Parish Meeting is to be held on Friday 24th April 7pm door open for 7.30 start,. Main Village Hall.

Data collected during the recording will be retained in accordance with the Council’s policy. Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. Members of the public are welcome to attend the meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the Committee Room.
