on Monday, 3rd February 2020 in the Cartwright Room of the Village Hall, Creech St Michael.

9. Planning. 9.1 Planning Applications received. To consider the following applications and agree observations;

9.2 Enforcement. 14/18/0015 The Bartons. To note that the three windows at first floor level on the north

elevation have all been fitted with opening restrictors in accordance with the details submitted and approved by the

Planning Officer. Furthermore, the windows have been obscurely glazed to a height of 1.7m as required by Condition 16

9.3 Land west of Derham Close. A request has been made by agents acting for the owner who wishes to develop this

field. To decide whether to hold an additional meeting.

9.4 West Monkton Heathfield Urban Extension2. (PB) To note that SWTC provided a presentation of their plans for

the land south of Manor Farm and a master plan for MH2 to the joint panel on 20th Jan having issued these in a report

to its Executive to consider on 28th Jan. The CSM and WM PC Joint panel sent a response to SWTC on 23rd Jan

expressing key points which were then developed at the Executive Meeting. To update the PC.

9.5 SWTC Local Plan 2040. SWTC are consulting on the Issues and Options docs from Mon 13th Jan to Mon 16th

March. This is the first consultation stage in the Local Plan process. The document looks at the key issues and draft

objectives for the Local Plan, particularly around climate change and development needs over the next 20 years. The

docs is available to view at Deane House and Libraries. Consultant events will be held incl in Taunton Library 26 Feb,

2pm to 7pm. SWTC are inviting comments on the two docs which are needed to support and evidence the Local Plan:

The Sustainability Appraisal; and the Habitats Regulations Assessment. The Clerk has attended a consultation event and

circulated papers. PCllrs to provide the Clerk with their views ahead of agreeing a PC response at the March meeting.

9.6 SWTC Employment Local Development Order (LDO) for small scale industrial space. To note that the

consultation will run from Mon 13 Jan to Mon 16 March 2020. Information on the consultation via the following link:

10. Finance. The Finance Sub Cttee met on 27th Jan and draft minutes will be circulated;

10.1 Bills to consider for payment;

10.2 Monies Received and banked since the last meeting; Somerset West Lottery Proceeds £8.00,

10.3 Payments made since last meeting; the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks January Exp’s and other invoices received; Bibby Factors Bristol Ltd (3d Security Rec Park 21.12.19-

24.1.20) £420.00, EDF (Pavilion Electricity) 30.00DD, EDF (Engine Shed) £10.00DD,

10.4 Payments authorised for payment when received; No change.

10.5 Bank Reconciliation and budget monitoring covering the first nine months of the Financial year. The

Council’s receipts for the period 1st April 2019 to 31st Dec 2019 are £588,831.57 and the expenditure £548,825.98.

10.6 Insurance Claim. Progress report.

10.8 Internal Auditor. To consider reappointment of Bryan Howe as Internal Auditor.

11. Rec Park. 11.1 To update. 11.2 Improvements. To update and agree how to progress projects (i) Fencing

(ii) Equipment Project (to incl changes to electrics/cctv/levelling/man of MUGAs) (iii) Storage Container (iv) Premises.

11.3 SWTC Parks. Clerk and Chair to report back on meeting held with Parks on 23 1 20 on their services.

12. Party in the Park. (SG) 12.1 Senior Citizens Chip Supper 24th January 2020. To report back following event.

12.2 PIP Event 18/7/2020 Update.

13. Highways. 13.1 Defects or Issues to be reported /considered.

14. Footpaths/Rights of Way. 14.1 Defects/Issues and report of the Parish Footpath volunteers. 14.2 Bull St. To

reconsider siting of the waste bin and to agree proposals for plaques/stickers.

15. Carey Grove Park. (PB) To report the outcome of a meeting with SWTC and discussions with VHall.

16. Youth Club. 16.1 Grant. To note (thanks to DF) SCC have given CSM Youth Club a Members Improving Lives Grant

of £500. 16.2 Contract Renewal. To agree renewal for the 20/21 year.

17. Canal Car Park. Update.

18. Website and standard email addresses for PC Emails. (LG). Update report.

19. Correspondence. To consider any correspondence received that Cllrs wish to raise.

20. New Matters to be carried forward.

21. Council to decide to exclude Public and Press for this item. 20.1 Staff Matters.

Please note that CSM PC meetings are recorded. You should be aware that the Council is a Data Controller under the Data Protection Act 2018. Members of the public are welcome to attend the meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the Committee Room.
