1. Chair’s welcome.

2. To receive any apologies for absence.

3. Declarations of Interests. 3.1 Declarations of Individual Members. 3.2 Dispensation Request. A dispensation

request was agreed at the 7th December mtg to enable all Councillors to take part in the discussion on the precept (see

item 8 below).

4. Vacancy on the PC. To note that a notice has been posted stating that unless ten electors from the Parish give notice

in writing by 4pm on 20th January 2021 to the Returning Officer, West Somerset House, Killick Way, Williton TA4 4QA,

requesting that an election be held, the PC will, at a Meeting to be held on Monday 1st February 2021, fill the vacancy

by co-option. Given the PC decision (see Oct 2019 mtg item 19/187 mtg) it is anticipated a decision would not be made

before March 21 mtg. (Anyone interested in becoming a PCllr should speak to the Clerk soonest).

5. To receive County and District Councillors’ Reports.

6. Minutes – to approve the Minutes of the meeting held on 7th December 2020.

7. Matters arising from the Minutes of the meeting held on 7th December 2020.

8. Budget 2021/2022. To discuss and agree budget and precept (see previously circulated report).

9. Planning. 9.1 Planning applications. To consider the following applications and to make observations;






65 West View, CSM: Erection of a single storey extension to the side with formation of ramped access from the highway



Lydes Farm, Adsborough: Prior approval for proposed change of use from agricultural building to dwelling house (Class C3) and associated building operations at the cow stalls.



Barnoaks, Worthy Lane, CSM: Conversion of garage with raising of roof and insertion of first floor for use as a home office and ancillary accommodation

9.2 To note applications decisions made to SWTC (Non material amendments" - Planners did not consult the PC);







18 Dillons Rd, CSM. Replace the render on the rear and side ext to red cedar timber cladding.

Refused by SWTC.



Winnats, North End CSM. Removal of small windows to front and side elevations, installation of cladding to front and side elevations, reduction of window size to dormer, removal of door to side bin store and replace with cladding

Notification to remove a single section (120 metres) of hedgerow to make two fields into one on land south of Charlton Road, Creech St Michael

Application refused but three entrances subsequently approved.

9.3 Monkton Heathfield Urban Extension 2. (PB) To update on Panel activities including response made to

48/20/0050 Erection of a 66 bedroomed care home (Class C2) with associated parking, access and landscaping at

Heathfield Industrial Park, Hardys Road, Bathpool. Highways Officers have offered a site meeting in January on road

Safety in the village.

9.4 14/20/0008 Creech Mills, Mill Lane CSM – AMENDED change of use to a crane hire depot and vehicle

recovery yard (sui generis) (retention of works already undertaken). To note the decision of SWTC to refuse.

10. Finance. 10.1 Routine Payments and Receipts made since the Nov meeting (schedule circulated); The Clerks,

Caretakers and Parish Lengthsmans Wages, HMRC and SCC Pension Fund payments, Clerks Dec Expenses £ ,

Lloyds Bank (Bank Charges 10 11 to 9 12 20) £7.

10.2 Monies Received and banked since the last meeting; SW Lottery (Proceeds Dec £10.00,

10.3 Bus Shelter for Creech Heathfield. To note SWTC have advised that it has no funds available for bus shelters

this year.

10.4 Rec Park and Dog Bin Charges. To consider quotation.

10.5 Rec Park Pavilion Gas Supply. To note the unavailability of the contract with SSE and replacement with Utilitia.

11. Personnel Sub Cttee. To consider the draft Terms of Reference for the Personnel Sub Cttee.

12. Rec Park. 12.1 Operational Issues Update 12.2. CSM Rec Park Panel. To consider the recommendations of the

panels meeting of the 14th Dec (Mins previously circulated).

13. Highways. 13.1 Defects or Issues to be reported /considered.  13.2 Damage of Coombe Lane in Coombe Bottom.

Highways Officers have offered a site meeting in second week of Jan to agree representation and to discuss. 13.3

Fingerposts. To consider the quotation obtained by the Volunteers.

14. Footpaths/Rights of Way. 14.1 Defects/Issues (No report from the Parish Footpath volunteers this month).

15. Canal. Clerk to update on Right of Way and Land ownership and (ND) panels work.

14. Youth Panel. To report post the PC decision to cease funding the club from the end of Jan.

15. Annual Parish Meeting 2021. PCllrs to consider planning holding the APM in a basic format ahead of April PC mtg.

16. Correspondence. To consider any correspondence received that Cllrs wish to raise.

17. New Matters to be carried forward. None.

Therefore, unless you are advised otherwise, by attending the Council Mtg and/or speaking during Public Question Time you are consenting to being recorded and to the possible use of the sound recording for access via the website or for training purposes. Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
