A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 4th March 2019 in the Cartwright Room, Village Hall, Creech St Michael.

(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak before the meeting).

1. One Minute silence in respect for late PCllr David Knight.

2. To receive any apologies for absence.

3. Declarations of Interests. Declarations of Individual Members.

4. Andrew Penna, TDBC Project Manager for Monkton Heathfield Urban Extension Phase 2 to attend to update

and answer questions from Parish Councillors on the projects consultation and master planning progress.

5. Parish Council. (1) Elections. To note the Elections for the Parish Council will take place on 2 May 2019 and that  

Somerset West and Taunton Council will be publishing the notice of election on 18 March. Once the notice of election

is posted individuals can start submitting their nomination forms to stand as a Parish Councillor.  Please note that all

current councillors must stand down and be re-elected, so must complete a nomination paper.(2) Vacancy. There is a

vacancy and the PC needs to agree wether to hold the vacancy open until the election or to consider co-opting onto the

Council at the 1st April meeting (anyone interested should speak to the Clerk ahead of the April meeting).

6. Minutes – to approve the Minutes of the meeting held on 4th February 2019.

7. Matters arising from the Minutes of the meeting held on 4th February 2019.

8. To receive County and District Councillors’ Reports.

9. Planning 9.1 Appeals: to agree, if any, further comments to be made to the Appeal Inspectors

on two Appeals (1) 14/18/0010 PINS Ref: APP/D3315/W/18/3219264 06 February 2019 Appeal Erection of

dwelling to south of 33 Dillons Road, CSM TA3 5DS and (2) 14/18/0028 PINS Ref: APP/D3315/W/19/3220211

Erection of 1 No. single storey dwelling on land to the north of Barnoaks, Worthy Lane, CSM, TA3 5EF.

9.2 Planning Applications received. To consider the following applications received;

9.3 Monkton Heathfield Urban Extension (MHUE2) Area. To reflect on the public consultation event held by

Persimmon and Redrow at the Monkton Heathfield Village Hall on Thursday 28th February 1pm o 6.30pm (Between 12

noon and 1pm reserved for local Councilors and Parish Councils) and to agree any response. 

9.4 CSM Neighbourhood Plan. Update and to note that the draft plan is still with the Independent Examiner.

10. Road Safety. To discuss and agree how to address the increasing traffic volumes, physical features of the

Village and lack of regard for safety by some drivers.

11. Party in the Park 6th July 2019 (SG,CS,YG,AB) To update on plans.

12. Finance –12.1 Grant requests. To consider a grant to Musgrove Park Hospital.

12.2 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks February Expense’s and other invoices received; Bibby Factors Bristol Ltd (Rec Park 3d Security 21.1.19-

17.2.19) £302.40, Nigel’s Window Cleaning (Bus Shelters 11 2 19) £75.00, Greenslade Taylor Hunt (Valuation Fee

on Allotment Site) £390.00, Glasdon (Waste bin Bull St) £540.25, Unity Trust Bank (Cheque to increase Balance on PIP

Acc) £3,500.00. Glasdon (Waste bin)£540.25, Thomas Trump (Caretaker Cover)£90.00, Bright* (production services)

12.4 To note payments made since last meeting (as authorised at the meeting). EDF (Rec Park Garage

13.Rec Park (SG,CS,YG).13.1 To update on any issues; 13.2 Improvements. To update on progress with S106,

planning application and project.

14 Highways. 14.1 Defects or Issues to be reported /considered.14.2 M5 J25. To note contractors consultation

events are to be held on Thursdays 7th March and 14th March 3pm to 8pm at Ruishton Village Hall, TA3 5JD.

14.3 Mill Lane Grit Box. To consider a request to resite the box. 14.4 A358/A303 Duelling. Clerk to update.

15. Footpaths/Rights of Way. 15.1 Defects/Issues and report of the Parish Footpath volunteers.

16. Canal Car Park. To consider SCC request that the PC consider its interest in (or to confirm that it has no

Interest) in acquiring the carpark as SCC has received interest from another other party.

17. Correspondence. To consider any correspondence received that Cllrs wish to raise.

18. New Matters to be carried forward.

19. Council to decide to exclude Public and Press for these items. 19.1 Allotment site. To consider valuers report.

The next PC mtgs are on 1st April and May 13th (Annual Council Meeting) 2019 at 7pm Cartwright Room, Village Hall.

The Annual Parish Meeting will be held at 7pm for 7.30pm April 26th Friday in the Village Hall.
