Vice- Chair’s welcome

Chairing Arrangement [R]

1.To agree CSM PC should move to an arrangement of a rotating Chair, according to a timetable agreed by the Council, with any councillor not wishing to participate being free to opt out. 

2. To discus and agree if this arrangement will include the Vice Chair role.

3. To agree the terms on how the new chair/vice chair arrangement will run.

Vacancies on the Parish Council [There are currently four Parish Councillor vacancies.

Anyone interested in becoming a PCllr is asked to contact the Clerk for further information and invited to attend the 6 September PC meeting.]*

1.To consider co-option to Parish Council of 2 x new Cllrs, after a brief summary of why they wish to be a Cllr for CSM PC. [R]

2. New Cllrs to sign Cllr Declaration of Interest form.
3. To discuss amending the (Oct 2019 19/187) decision that anyone wishing to be co-opted to the PC will need to attend two meetings first. To discuss alternative ways to help give an overview of a Cllrs role and commitments.

4. PC payment card – to agree the Clerk can apply for a new payment card for emergency payments up in the name of the PC rather than the Chair. (see agenda item 2 and 3) [R]

5. Overtime - to agree to pay the Clerk Overtime of up to 30 hours per month and add to routine payments list, until the Clerk’s working hours have been reduced. [R]

6. Clerk’s mobile phone - to agree a £10 per month budget for the Clerk’s mobile phone and add to the routine payments list. [R]

Grant/Funding applications – to agree the PC application/s for government/ local government funding. [R]

Local Community Networks (LCNs) – to agree any next steps in forming an LCN with local parishes. [R]

Future Parish Elections – to agree a response to Somerset Association of Local Councils (SALC) regarding the PC’s views on whether the 2023 town and parish council elections should be moved forward to 2022 so that they can remain in sync with principal authority elections going forward. [R]

Ham Village Flood Group – to agree to investigate extending the PC insurance to cover to the activities of the Ham Village Flood Group. [R]

Clerk’s contract [R]
1.To agree an annual, incremental scale pay rise, in line with the Green Book.
2. To agree a salary point reward after completion of CILCA in 12 months – in line with the NALC model employment document.

3. To agree a date in the next 6 weeks to discuss any further support that might be required to manage the role in the 80hr contract. [either with PC or Personnel Committee]

Parish Council Admin

  1. Inventory of PC property in Cllrs possession.

  2. To identify and arrange training for new Cllrs. (ref Standing Orders 7b) dates: 16/9, 28/10 or 29/11

  3. To discuss assigning new Cllrs a mentor for first two months for support.

  4. Email, text and WhatsApp – efficient working practices.

Personnel Committee [R]

  1. To receive a report from the Personnel Committee and to agree next steps proposed by the Personnel Committee. ND/ PB

*The PC agreed (Oct 2019 19/187) that anyone applying to be a PCllr would be required to attend 2 x PC meetings to ensure they fully understood the role, before being co-opted to the PC (bar elections)

Public Notes

As the Parish Council still recognises the risks of transmitting Covid, the meeting whilst open to the public may have to be limited depending on demand if a large number wish to attend. Alternatively, an issue can be raised at the PC by emailing the Clerk before Thursday 2 September, 5pm and the Clerk will then put the question to the Parish Council at the meeting and feedback any response. A further option is to appoint a representative where a number of residents wish to raise the same point.
