the request made to enable all Councillors to take part in the discussion on the precept (see item 8 below).

7. Planning. 7.1 Planning applications. To consider the following applications and to make observations;

Walford Cross Waste Station redevelopment of existing waste transfer station and depot.

7.2 Planning Application 14/20/0008 Mill Lane, CSM 13 3 20 Change of use of land to a crane hire depot,

including the storage of containers on site in association with crane hire. (retention of works already undertaken).

Proposal that the PC makes representations to SWTC Planning Manager with a copy to the SWTC Leader and case holder

holder raising the PC concern over the length of time to reach and publish a decision on this planning application.

7.3 Enforcement; To note SWTC Planning enforcement actions re an alleged breach of planning at Unit B1, Creech

Business park, Mill Lane, CSM and their decision that that the use falls within the lawful use “E” and no planning

permission is required at present as takeaways are currently marginal to the business.

7.4 Monkton Heathfield Urban Extension 2. (PB) To update on Panel activities.

7.5 SWTC Local Plan SHLAA. To reflect on the sites put forward to SWTC for future development. (Map circulated)

8. Budget 2021/2022. To discuss draft budget/precept (see enclosed report).

9. Finance. 9.1 Routine Payments and Receipts made since the Nov meeting (schedule circulated); The Clerks,

Caretakers and Parish Lengthsmans Wages, HMRC and SCC Pension Fund payments, Clerks Nov Expenses £115.09,

Lloyds Bank (Bank Charges 9 9 to 9 10 20) £7, ALCC (20/21 Membership) £40.00, SWTC (2nd Qtr Grass cutting and

Dog Bins 2.7-30.10.20) £2,967.04, Wilson & Barnes (5 Bus Shelters cleaned 16 11 20) £75.00, CSM Parochial Church

Council Burial Ground Grant (minute 20/172(9)) £685.00.

9.2 Payments to be authorised for payment RGP (Road Safety Report) £5,310.13, Net World Sports (Liner and

White and Blue paint) £490.91, Sutcliffe Play South West (Play Equipment Repairs) £2,299.63.

9.3 Monies Received and banked since the last meeting; SW Lottery (Proceeds Nov £8.00, Tone Youth (Pitch Hire

£140.00, SWTC (Final Refund of S106 monies for Rec Park Equipment project) £19,142.67.

9.4 Emergency Payment. Heartstart Somerset (Replacement 3x defib pads) £105.00.

9.5. Annual Risk Assessment of Assets. Clerk to update on progress.

9.6 Climate Change Funding. To note that bids for funding for an EV Charger at the Rec Park and on behalf of the

Village Hall Cttee an application for a new Ground heating system have been submitted. SCC decision date 15/1/2021.

9.7. Rec Pavilion Gas Supply. To consider Clerks report on new supplier.

9. Personnel Sub Cttee. To consider the establishment of a Personnel Sub Cttee (PB).

10. Rec Park. 10.1 Operational Issues Update 10.2. CSM Rec Park Panel. To consider the recommendations of the

panels meeting of the 12th Nov (Mins previously circulated including to agree Pitch Fees). 10.3 Equipment

Repairs. Sutcliffe’s to complete 30th November 10.4 Improvement Projects. To receive an update report and to

agree how to progress projects. 10.5 Play Equipment Project. To consider the purchase of a waste bin and/or seat.

10.6. CCTV/Security alarm (CC). To consider quotes. 10.7 Security. To agree new arrangements at the Rec Park.

11. Highways. 11.1 Defects or Issues to be reported /considered. 11.2 A358 dualling scheme. To note Highways

England decision to allocate a contract to Taylor Woodrow following a competitive tender process. HE are now in the

process of finalising the scheme contract with Taylor Woodrow, which is scheduled to be awarded early next year.

Taylor Woodrow are also progressing early works on the scheme’s preliminary design. 

12. Footpaths/Rights of Way. 12.1 Defects/Issues and report of the Parish Footpath volunteers. 12.2 Training. To

consider booking three (incl Parish Lengthsman) strimmer certificate course places at upto £67.50 each. 12.3 Dog bin.

Request for additional Bin. To consider recommendations on priorities.

13. Canal. To consider the recommendations of the panels meeting of the 3rd and 30th Nov (Mins previously circulated).

14. Youth Panel. To consider the recommendations of the panel’s meetings (see separate Minutes) post the PC

decision to close the club at the end of Jan.

15. Annual Parish Meeting April 23rd Friday 2020. PCllrs to consider format and contents.

16. Correspondence. To consider any correspondence received that Cllrs wish to raise.

17. New Matters to be carried forward. None.

Members of the public are welcome to attend the virtual meeting and listen to the discussions. There is time set aside ahead of the meeting at 7pm to allow the public to ask questions. Speaking under “Public Question Time” is limited to 3 minutes per person in an overall period of 15 minutes. The Clerk will keep a close watch on the time and the Chair will be responsible for ensuring the time permitted does not overrun. The speaker will be allowed to address the Council once only and are not allowed to participate further in any debate so will be muted. If a member of the public wishes to address the Council on any matter appearing on the agenda, the Chair will normally permit this to occur either when that item is reached and before the Councillors begin to debate the item if raised during Public Question Time. Please make the Clerk aware of your request ahead of the meeting or on arrival before 7pm.

If an item on the agenda is contentious, with a large number of people attending the virtual meeting, a representative should be nominated to present the views of a group. These arrangements do not apply to exempt (confidential) items on the agenda where any members of the press or public present will be asked to leave the virtual meeting.
