A G E N D A for the Meeting of Creech St Michael Parish Council to be held at 7.00pm

on Monday, 7th January 2019 in the Lower Committee Room of the Village Hall, Creech St Michael.

(The Public and Press are entitled to attend. There will be an opportunity for the Public to speak before the meeting).

1. Chair’s welcome.

2. To receive any apologies for absence.

3. Declarations of Interests. 3.1 Declarations of Individual Members. 3.2 Dispensation Request. At its meeting

on 3rd December 2018 the PC granted a dispensation to all Councillors in order to enable all Councillors to take part in

the discussion on the precept at this meeting (see agenda item 8).

4. Vacancy on the Parish Council. There is a vacancy and the PC can co-opt onto the Council (Anyone interested in

becoming a PCllr should speak to the Clerk ahead of the meeting).

5. Application (14/17/0033 PINS App/D3315/W/18/3205705PINs) Appeal by Gladman’s

Developments against refusal to build 200 Nos dwellings off Langaller Lane, CSM. [See minute 18/176 (2)]

The Appeal hearing is set to commence on January 15th ; to agree actions to be taken.

6. Minutes – to approve the Minutes of the meeting held on 3rd December 2018.

7. Matters arising from the Minutes of the meeting held on 3rd December 2018.

8. To receive County and District Councillors’ Reports.

9. Road Safety. To discuss and agree how to address the increasing traffic volumes, physical features of the

Village and lack of regard for safety by some drivers.

10.Budget and Precept 2019/20. To discuss and agree the Council budget and to set its precept (draft papers circulated

and discussed at the 3rd Dec meeting).

11. Planning 11.1 Planning Applications received. To consider the following applications received;

11.2 Planning Enforcement. To consider Application ref 16/18/0003 for “Siting of mobile home for occupation by

seasonal agricultural workers at Drakes Farm, Glastonbury Road, Durston (retention of works already undertaken)” .

11.3 Decisions Taken. To note the response of TDBC planning to highlighting to TDBC Planners that they agree

changes to planning applications after PC has considered them and to request notification of changes;” In general terms

we do not re-consult the Parish Council unless there are significant changes”. The Clerk responded by asking for


11.4 CSM Neighbourhood Plan. To note that the draft plan is still with the Independent Examiner and her advices

have yet to be received, delayed in part by the EU court decision in the cases of ‘People Over Wind, Peter Sweetman v

Coillte Teoranta’ which the UK Govt is currently assessing. PC Consultants WYG are discussing with TDBC Planner (AR)

who has received special Counsel opinion and others which effectively says that the approach we are taking now to Habitat

Regulations Assessment is a robust one. TDBC are speaking to the Inspector to confirm how we might go ahead.

This is likely to require a 4 week consultation period in January.

12. Finance –12.1 To approve payment of the Clerks and Caretakers Wages, HMRC and SCC Pension Fund payments,

the Clerks December Expense’s and other invoices received; Bibby Factors Bristol Ltd (Rec Park 3d Security 29.11.18

-25.12.18) £ , Nigel’s Window Cleaning of Bus Shelters £75, SW Ambulance Service (PIP18 Charge) £600.00.

12.2 Monies Received and banked since the last meeting; South West Lottery (November sales) £4.00.

12.3 To note payments made since last meeting (as authorised at the meeting). EDF (Rec Park Garage Electricity

13.11.18-25.12.18) £4.73 and British Gas Pavilion (Electricity Supply 7.11.18–7.12.18) £53.91.

12.4 Authority to make payments as accounts received. British Gas and EDF (Electricity supply).

13. Party in the Park 6th July 2019 (SG,CS,DK,YG,AB) To report on plans.

14. Rec Park (SG,CS,DK,YG).14.1 To update on any issues; 14.2 Improvements. To update on progress.

14.3 Annual Safety Inspection Report. To update on actions to address points raised. 14.4 No Dog Mess signs

(SG). To consider installing.

15 Highways. 15.1 Defects or Issues to be reported /considered. 15.2 Hyde Lane Improvements. To update.

15.3 Speedwatch. (SG). To agree next steps. 15.4 A358/A303 duelling. To note Highways England Ltd decision to

postpone the announcement of their preferred route from Dec 2018 to Spring 2019.15.5 M5 J25 Improvements. To

note SCC decision to proceed in the Spring includes some temp and unspecified amelioration works in CSM.

16. Footpaths/Rights of Way. 16.1 Defects/Issues and report of the Parish Footpath volunteers. 16.2 SCC Parish Path

Consultation. To consider draft reply from Parish Footpath volunteers after consultation and to agree PC response to

SCC. 16.3 Bull St. To consider Env Agency terms for siting of a waste bin by seat.

17. Youth Club. To update on progress.

18. Allotments. To consider instructing agents to value allotment site and to update (see report from the Clerk).

19. Annual Parish Meeting April 26th Friday 2019. PCllrs to consider and suggest further speakers.

20. Correspondence. To consider any correspondence received that Cllrs wish to raise.

21. New Matters to be carried forward.
