Minutes of the additional Meeting of the CSM PC held on Thursday 25th June 2020

Held virtually using Zoom at 7pm.

Present; PCllrs S Hutchings (Chair), S Greenhalgh (Vice Chair), B Brighton, C Cudlip, N Davidson, A Gunstone,

Y Guest (during item 20/97) and P Tucker. (Parish Councillors). The Clerk. One member of the Public attended.

20/93. Chairman’s Welcome. SH welcomed all and explained that the additional meeting had been called in order to consider the reopening of the Rec Park. The Government had announced two days prior that Play Equipment could now be reopened to the Public from 4th July as long as appropriate safety measures are in place.

Government advice would be forthcoming setting out requirements.

20/94. Apologies. PCllrs P Brown and J Pengelley.

20/95. Declarations of Interest. (1) Declarations of Individual Members. SH declared his interest in the Caretaker (item 20/96).

20/96. Public Questions. The Clerk read four questions that had been put to the PC prior to the meeting by a member of the public;

1) What criteria will be used to assess when it is appropriate to open Creech park?

2) Who will be responsible for assessing these criteria (e.g. PC members, medical experts, ministerial advice etc)?

3) How frequently will such assessments be made?

4) How will the evidence used to inform these assessments and the resulting decisions be recorded and communicated to parishioners.

20/97. To consider the reopening the Rec Park (or part of) and to take decisions to achieve

that (if agreed) within the context of the Governments current requirement not to open play equipment for use. SH proposed and BB seconded that the Rec Park be completely reopened from 4th July

at 10 a.m with the car park open and the toilet remining closed. This proposal was discussed and agreed with the following decisions being taken. The toilets can’t be opened as the PC does not have the resources to maintain an appropriate cleaning regime. The Caretakers furlough would cease wef 4th July. CC/Clerk will do a risk assessment ahead of opening. The Caretaker would open week days and the security firm at weekends.AG will lock the Park in the evenings (Cover ND/C Sampson). No lights would be on the MUGAs and the gates would be secured open to reduce handling. The fencing will be removed on 4th July. A working party of PCllrs would be held on 27th June to prepare for opening. Clerk to do advance notices for the village Facebook and website on Monday 29th and CC/AG/Clerk to draw up warning signing for display in the Park on the 4th July. Football goals will be put back up and all footballers to follow FA Covid training guidance. Larger waste bins to be put in place.

All decision would be subject to ongoing review, particularly at the next PC meeting.

20/98. Response to public questions. The Clerk was briefed and asked to reply to the questions put (item 20/96 refers).

The meeting ended at 7.45pm.

The next CSM PC mtgs are on 6th July and 7th September 2020 at 7pm in the Cartwright Room, Village Hall if permitted or virtually using Zoom if not.

A Planning mtg will be held on 3rd August if applications are received.
