Minutes of a meeting held at 7pm on Monday 2 April 2007
in the Lower Committee Room of the Village Hall
Present: Cllr E Webb (Chairman), Cllrs, A Bishop, T Carter, K Cooper, S Cooper, D Durdan, S Holdaway, R Jeanes, G Lucas & R Rooke. SCCllr Clark and members of the public were also present.
07/45 Chairman’s Welcome: The meeting proceeded at 7.05pm when the Chairman welcomed those present.
07/46 Apologies. Cllr Farrow was not in attendance and her reasons were accepted. Apologies were also received from B Rowlinson.
07/47 Creech St Michael Recreation Field Committee. There were matters to report.

PC will request adjustment in service to Cr Heathfield so that people travelling to Taunton & back have a 2hr stay instead of 3 hrs

Letter requesting support of PC for the construction of walls. This is not a Planning issue but G Underhay was requesting PC support, although she does not require their approval to carry out this work.
Councillors supported erection of a wall to the back boundary; a wall dividing no.1’s car park from no 2’s was not supported by a majority of councillors because if no 2 also builds a wall, no 3 will not be able to access car park.

Letter in response to Mrs Underhay’s letter, opposing the building of the wall dividing no 1’s parking space from hers.
Although No. 1 would need pp to build a garage on her parking space, she does not require it to build a wall.
Letter from SCC re home composting, with leaflets offering composting bins at reduced prices.
07/49. Minutes 07/31-07/44. It was proposed, seconded and unanimously agreed that the Minutes be adopted as correct. The Chairman signed each page of the Minutes.
07/50. Matters Arising from the above Minutes: The skip at CSM was removed on 2 April after the PC chased Modular Buildings Ltd. The Clerk said that D Bage had promised to renovate the seat at Riseland Way by the end of April given a few days dry weather. Somerset Highways had promised to repair potholes where Laburnham Terrace meets the footpath to Canal. (although SCC footpaths dept. had refused to do so). The Clerk said she was unable to attend the Working Panel meeting but SCllr Clark had obtained information for her.
07/51. Accounts: Bills to be paid: It was proposed, seconded & unanimously agreed that the following amounts be paid: G Willis (bus shelter cleaning) – £36.00, Community Council (sub) – £25.00, Zurich (insurance for bus shelters) – £53.66, Jennifleurs (flowers for APM) – £40.00, J Edis (honorarium & expenses) – £268.00, T Habberfield (expenses) – £174.42, T Habberfield (salary) – £433.84, E Webb (telephone) – £40.00. Durston Tree Surgeons had quoted the same price as last year to strim the footpaths (£210 per cut) and maintain Merlyn’s Copse (£140) and Councillors agreed to accept this. A Bishop had checked and approved the accounts. It was proposed, seconded and unanimously agreed to accept A Pipe’s quote for maintaining Merlyn’s Copse at £140.00 and £210 per cut for footpath strimming. He has increased his prices from last year.

07/53 Website. Two copies of the Agreement which had been accepted last month were signed and dated by the Chairman and Clerk.
07/54. Proposed Cambria Farm Park and Ride. The Clerk said she had received feedback from the data and maps circulated to Councillors and had written to Sonia Davidson-Grant of SCC. A detailed 2 page response had been made by Cllr Farrow about the possible effects of the scheme on Creech St Michael and requesting that more research is carried out before any planning application is made. Other comments concerned anxieties about traffic congestion, rat-running through CSM, traffic pollution, lack of consultation with PCs and local people. Cllr Durdan said he would have liked the P & R to feed into the proposed Henlade by-pass. Cllr Clarke said that the SCC Scrutiny Committee is meeting on at 10am on 17 April at County Hall the PC can put forward its point of view regarding shortcomings in the consultation and policy.
07/55. Footpaths. Cllr Rooke said that the annual footpath review had been obtained from J Hurst with an extra copy which he had forwarded to SCC. The Clerk was asked to write to Mr Hurst thanking him. There is a longstanding discrepancy between the ordinance survey map at T10.21 because according to the map this footpath runs along the middle of the road and then under the motorway (which is a stream), and near Manor Farm a radio mast is in the middle of the footpath. A landowner is to be approached to make sure the footpath is kept open when elephant grass is planted.
07/56. To Receive County & District Councillors’ Reports. Cllr Clark stated that (1) he had attended a presentation by Cathy Bakewell re the Unitary proposal. 26 counties had applied and 16 were going ahead to the next stage, including Cornwall, Devon, Somerset and Wiltshire. (2) he attended the Area Working Panel but the subject of Parishes working together had not been discussed. It was announced that the police would no longer be buying speed guns for Parishes. (3) Parish lengthsmen were being tried at Coker and Petherton to carry out maintenance work (not potholes )with some success. The cost for Parishes would be approx £2,000 per year for one day’s work per week.
07/57. Matters of Report. CSMRFMC had established a working party to redesign the field, plan and cost the play and BMX areas, and ascertain the feasibility of repairing the wooden play equipment to extend its life. Some Members had not realised they had become Charity Commission Trustees and T Habberfield was looking into this further. The Committee had made a decision to close the play area after studying the 2006 inspection report but children were still using it and had torn down the signs. However, T Habberfield had managed to persuade Speedy Hire to supply security fencing to surround the multi-play equipment at the Recreation Field for 8 weeks and this was being delivered on Tue 3 April. It was necessary to inspect it daily and hopefully the working party would be able to make repairs in this time. A survey of the field was being carried out by the working party to see where the BMX track might go, and one possibility was next to the TME station. TME were in the process of erecting fencing to their area.
Cllr Holdaway thanked Councillors for the kind words and presentation at the APM. Cllr Durdan said that Water Link will launch their “Alfred and Arthur” presentation to the media at 1.45pm on Thursday 5 April at Bridgwater and the Wurzels were appearing. LAT will be supporting the Ham Fun Day on 16 June and anyone wanting to get involved or with ideas was welcome to come forward. The drain in St Michael Road by the traffic hump is still blocked.
07/58. Matters to be brought forward to the next meeting: CSM Recreation Field, Footpaths, Cambria Farm, Footpaths.
The meeting closed at 8.30pm. The next meeting will take place on either 8 or 15 May, depending on outcome of election.
