CREECH ST MICHAEL PARISH COUNCIL
Minutes of a Meeting held at 7pm on Monday 4 February 2008 in the Lower Committee Room of the Village Hall.

 

Present:  E Webb (Chairman), R Farrow, A Birch, A Bishop, T Carter, K Cooper, S Cooper, R Jeanes, G Lucas, R Rooke (Parish Councillors) and T Habberfield (Clerk).  Also in attendance were D Greig of TDBC and members of the public. 

 

08/20:  Chairman’s Welcome:  The Chairman opened the meeting at 7pm.  The Clerk expressed her regret that, due to other commitments, she has reluctantly decided to tender her resignation.  Her date of leaving will be flexible in order to ensure a smooth handover.  She was asked to place advertisements to find a replacement.

 

08/21:  Apologies:  Apologies were received from Cllr Durdan and his reasons for non-attendance were accepted. 

 

08/22:  Minutes – At “08/13” “Meads Drove” was replaced by “Meads Droveway”.  It was proposed, seconded and agreed by a vote of 9, with Cllr Birch abstaining, that the Minutes be adopted as correct.  The Chairman signed each page of the Minutes. 

08/23:  Matters Arising.  TDBC have arranged with the resident at West View to discuss the trees behind their property.  Regarding parking problems at Rocketts Cottages, Councillors and Rocketts Cottages Residents have been sent a copy of an email from Mr Gregory, Head of CSM School outlining the steps has taken to minimise problems.  TD Highways’s response to a complaint about the state of the pavements at Tristrams, Queens Drive and Arundells is: they are operating programme of improvements but have run out of money for this year –the work will be done and regular inspections are carried out to pick up serious defects.

 

08/24.  CSM Recreation Field:  Kelly Durdan attended and stated that the coffee morning and jumble sale at the Zion Church is to go ahead.  The contractor had returned to inspect the ramps which TDBC are disputing are unsatisfactory and will not pay the grant on.  The Clerk said that she had taken advice from SPFA and a new Lease with the Committee could have the National Playing Fields Association as Trustee, rather than Committee Members.  Taunton Model Engineers’ Agreement with DSMRFMC is due to run out in March and they have asked the Parish Council if it might be possible for them to have a direct Lease with them.  It was agreed to take solicitors’ advice and report back to Council.

Letter of Resignation as Editor of the Parish Newsletter

Cllr Birch said he is happy to check content, but would require help and proof reader.  Cllr Farrow said she and Mr Farrow could take over J Edis’s 250 deliveries and would deal with invoicing/banking, but would not chase late payers. All contributors/advertisers must be written to stating content must be on time.

Letter re Recreation Green between West View and Alexander Close

Building rubble is being dumped on the green, and the road has been muddy.  A councillor visited the residents having renovations carried out, who said they cleared up any mess daily.  It was reported that a wall is being built encroaching next door, but the next door neighbour has no complaint.  The Clerk was asked to write to the resident to ask the builders to shift the earth and rubble.

Letter regarding dropped kerb requests (to be on the March Agenda).

This is being circulated; discussion took place as to how to decide which site should receive priority.  Where the pavement was raised by First Bus at the bus stop, they should be required to rectify this.

07/94:  Accounts:  Bills to be paid.  It was proposed, seconded & unanimously agreed that the following amounts be paid:  Clerk’s salary – £612.39 inc 52.5 hrs backpay and 2.5hrs overtime; Clerk’s expenses – £179.24 (for 3 months); Deane DLO (Recreation Field Maintenance) – £1,289.09, G Willis (bus shelter cleaning) – £36.00, Post Office Telephone – £66.87, J Boggons (flowers) – £25.00.  Precept.  It was proposed, seconded and unanimously agreed that £15,215 be precepted, as agreed at the finance meeting on 14 January.

The Public Enquiry with regard to work carried out at Theats Farm, Cr Heathfield will take place on 4 May 2008. David Greig stated that if a parish councillor has a planning application, under the new Code it is legal for them to put their case before leaving the room, but there may be concern as to how this appears to an outsider. The councillor may feel more comfortable declaring the interest and leaving straight away unless there are questions that only they can clarify. 

 

08/09:  Footpaths and Pavements.  Cllr Rooke has spoken with the SCC ROW Officer who had agreed to inspect: Ham bridge – this is already inspected weekly and if declared dangerous will be demolished; T10/25A at Laburnam Terrace; T10/23 which has a rusting manhole cover with a hole 39” deep – it is not known whose responsibility this is; Worthy Lane, which has deep potholes – past records will also be inspected; T10./14; T10.20 – by Downe House where fallen trees cover the path.  Cllr Rooke reported that the ROW Inspector had accused him of being a nuisance and harassing him too much.  The seat at Northend is not safe and requires attention.

 

08/10:  Adsborough:. Regarding the “Red Route”, Adsborough has several dangerous areas, such as the three lanes by the bus stops where crossing is hazardous, the turning into Adsborough on the Taunton side, and the crossroads.  The Chairman said she had telephoned Dan Martin of SCC about the dangers and a meeting will take place on 25 February at Adsborough.  A new Adsborough resident had reported that she takes her children to school at CSM and Monkton Heathfield because the school bus will not pick up from her house but only from the main road 1(which she considers too dangerous), despite her bad back and walking difficulties.

08/11.  Annual Parish Meeting – this is to take place on 25 April.  The mobile library service has been approached and also the police regarding the village police surgeries.

08/12.  To receive County & District Councillors’ Reports:  TDCllr Durdan said that IBM is involved with the Local Authorities to provide back office services and we should not notice any change.

08/13.  Matters of Report: The Charlton Road sign has disappeared.  Another person had fallen over at Worthy Lane and SCC is to be contacted regarding previous agreements for maintenance.  The road in front of Hopkins was flooded recently, as was Northend by Northend Farm, and the blocked drains are to be reported.  The river and culvert is still blocked and requires cleaning out.  The top end of the Merlyn's Copse stream is silted up.  The ditch at the Cheats Corner aqueduct requires a crash barrier as there has recently been 3 crashes there.  The manhole cover just past 60 West View requires attention.  Bus Shelter Cleaning: A quotation for bus shelter cleaning was presented for £75 to clean three bus shelters including the roof –other quotations are to be obtained, and quotations for cleaning the noticeboards.

08/14.  Matters to be brought forward to the next meeting:  Footpaths and pavements, risk assessment, bus shelters, Newsletter, Annual Parish Meeting, Adsborough.
The meeting closed at 8.15 pm.  The next 2 PC meetings are to be held on Mon 3 March and Monday 7 April.  The Annual Parish Meeting is on Friday 18 April at 7.30pm.
