 CREECH ST MICHAEL PARISH COUNCIL

Minutes of the Meeting of the CSM PC held at 7pm on Monday 25th July 2016

in the Lower Committee Room of the Village Hall.

Present; S Hutchings (Chair), S Greenhalgh (Vice Chair), G Lucas, K Hunt, K Reed and C Sampson (Parish Councillors). Steve Altria (Clerk). No members of the public attended.   

 

16/141. Chairs Welcome. Cllr Hutching began by welcoming everyone. .

 

16/142. Apologies. PCllrs L Gates, D Knight and Y Guest sent apologies and these were accepted. SWH and IW absent.

 

16/143. Declarations of Interest. None declared.

 

16/144. Planning (1) Applications received. The PC considered the applications received and decided to comment;

16/145. Caretaker. The Chair reported that Don Sweeting had resigned as Parish Caretaker wef 19th August in order to concentrate on his School Caretaking duties. Cllrs placed on record their appreciation of Dons work over the past three and a half years. The Clerk reminded PCllrs that the Caretaker was on leave wef 4th August until that date so was in practice leaving on the 3rd.  SW proposed that a replacement caretaker be recruited and this was agreed. Cover is already in place during his holiday. The terms, conditions and duties were discussed and agreed with the Clerk being tasked to produce an advert and Job Description that day for advertisement initially locally using the Village Facebook, Website, Notice boards and Posters at key places in the Village. The aim is to recruit a replacement caretaker to start on 19th August. Deadline for applications to the Clerk 5th August. Recruitment Panel CS, SH and SG to make appointment. Salary will be in line with SCP 20 of the Local Government Conditions of Service. 5hrs pw to be increased  by agreement upto 10h pw between Easter and End of Oct School Holiday. Appt initially for six months with a review at 5 months with the possibility of being made permanent. All training to be provided by the PC incl Safeguarding, H&S, COHSE and ROSPA Play Equipment Inspections.

Action. The Clerk to produce an advert and Job Description that day for advertisement locally using (CS) Village Facebook (CS) Website (Clerk) Notice boards and (SG) Posters at key places in the Village. CS, SH and SG to form a recruitment panel to make appointment.

 

16/146. Correspondence.

1) Amaryllis Cottage, Adsborough. A letter had been received from the Design Associates regarding planning application 14/16/0029 Change of use and conversion of de-consecrated chapel to holiday accommodation and this was considered.  TDBC Planners had asked Design Associates to undertake a sequential test (see TDBC Published Plan Core strategy Doc Policy DM2.7b) as part of the Planning Application process and D.A were enquiring whether the PC wished to make use of the premises for community use. This was considered and it was agreed that the PC has no need for the building for community use, nor was it aware of any such need from within the Village or CSM, however it is aware that the community and Villagers of Adsborough hold regular meetings and may therefore wish to use the building for community use. The Parish Council agreed therefore to suggest that Design Associates consult the Villagers of Adsborough to establish if they have a Community Use for the building.

Action. The Clerk to write to Design Associates advising them of the PC decision and the need to consult Adsborough Villagers.

 

2) New Community Bdg/Pavilion, Rec Park. The PC had just received confirmation that the Planning Permission had been granted without any objections. This news was welcomed and discussed.

Action. The Clerk to write to TDBC to establish what S106 money may be available to contribute towards the project.

  

16/147. New Matters to be carried forward.

 

(1) PCllrs to consider requesting the Compulsory Purchase of part of the field adj to the Rec Park at its September meeting.

 

(2) PCllrs to consider agreeing the best way to go forward with TME at its September meeting.

 

(3) PCllrs to refresh themselves at the October meeting with the expectations and consequences of absences.

 

The meeting closed at 8.20pm.

 

Future Meetings; The CSM Neighbourhood Plan Panel will meet on Monday 18th July 6.30pm. No Parish Council meeting will be held on 1st August.  The next Parish Council meeting will be held on Monday 5th September 2016 in the Lower Cttee Room at the CSM Village Hall (beginning at 7pm).

(Part Time 5hrs p/wk extending by agreement during the Summer to 10hrs p/wk)

 

The Parish Council is seeking to employ a suitably experienced and skilled person to carry out maintenance, key holding and other caretaking duties within the Parish of Creech St Michael.

Creech St. Michael Parish Caretaker

The Parish Council is to recruit and employ a caretaker primarily for duties at the Recreation Park;

1.             Start Date – Anticipated 19th August 2016

2.             Employed by the Parish Council on a fixed term 6 month contract with review at 5 months with

               The potential to extend the term or make permanent.

 

               Initially 5hrs p/week @ £10 p/hour gross (subject to review and upto 5 additional hours by agreement

              may be required during the summer (Easter holiday to oct half term).

              

Paid Holidays – 20 days p/year pro-rata.

 

No travelling time or expenses will be paid and the 5 paid hours are expected to be spent at the work

place.

 

3.             Materials/Protective Clothing/Training appropriate to the tasks need to be provided by the Parish

 Council (PC) (Training in Inspecting Play Equipment/Safeguarding/COSHH/Equipment use for example).

 

4.             Duties to include (but not limited to) –

5.             Position to be advertised initially within the Parish (Parish notice boards, website, CSM Face book site).

Preference will be given to candidates who reside in the Parish and are therefore best able to carry out the full duties of the position including providing security to the pavilion and grounds.

 

6.             Post Holder will need to be enhanced DBS checked in line with current youth safeguarding standards
